I've bought Vlad a week after he was available, just for a first time new character try (6.3k char).
I always played mages in every game and I can definitely say that he suited my playstyle, though sometimes it's annoying to lose so much of your health just to deal damage and calculate how much of it you can spend in 1x1 (E - tides of blood) spam wise, he is a very interesting champ and he's as much overpowered as any other good champion when he's well equipped and played well.
I don't have much experience in LoL but I'm lvl 30 and usually I dominate/lead games with any mage char when I'm not facing a good premade (seen bad ones too). Not ranked games though, need 14 chars to play ranked blah...
Anyways, my rune setup is flat hp quints (~95 hp), mpen marks (~10 mpen), health @ 18 seals (175 @ 18) and contrary to some opinions of cd red glyphs and because of the costs I went mpen there, too. For vlad it's imho the best choice because with spell as transfusion it gets the most benefits from high mpen and 5.85% glyph cdred isn't really giving anything to vlad since you usually have Spirit Visage.
Almost forgot, imho, his life regeneration is a bit exaggerated. You need time to replenish any considerable amount of hp and that's not really available in tight games.

not-true-damage, not-true-damage, not-true-damage. It's still alot but it takes a LOOOOONG time for him to get bloodrazor AND void staff.
Plus it's not immediately obvious whether it's in his best interest to build a void staff or something else.
He can be fairly deadweight if he doesn't get blue buff and your team hard-engages while his bioarcane barrage is on cooldown, because he really can't do much else. It's a lot harder for him to attack with his base-range and get away with it.

I don't really use it but I was wondering for quite some time, does Void Staff increase your available mpen by 40% or ignores 40% of enemies mres?

Aderp derp. really? cuz many "top" players think kassadin is imba right now. Keyword. When I started playing him everyone rolled their eyes at me when I demanded solo. It was always "don't feed noob" etc. etc. Now it's like "GO FOR IT" and it's not even like he got super buffed or anything. really? i've never though that kassadin was a bad hero. grandjudge kassadin is super super scary, dogkaiser kassadin is annoying as balls, even people like dubu and xpecial sometimes snowball and carry hard with their kassadins.

Ez is still a permaban, they are going to nerf him again next patch. Double his flash cd and lower his movement speed, they wouldn't need to keep nerfing his damage if they did that.

I also feel like the ezreal debuffs don't address the base issue, which is that once he's geared he can just avoid everything with flash while dpsing your team with black cleaver/bloodthirster.

Once again proving Riot doesn't have a clue. Ez has been imbalanced for half a year now? Well, he only has 5.5 levels of trist's q as a passive and flash as a 9s summoner spell with damage.

Magic Penetration was changed in Patch 1.0.0.86. % Based modifiers now stack multiplicatively (e.g. 40% from Void Staff Void Staff and 15% from Archaic Knowledge equal 49% total penetration), and are applied after flat modifiers.
Percentage based magic penetration such as the Void Staff and Archaic Knowledge are handled after flat reductions such as Sorcerer's Shoes and Haunting Guise. So if you have the maximum possible magic penetration from items (40|40%) and your opponent has 100 magic resistance you reduce them to (100 - 40) * 0.6 = 36 magic resistance. It used to be that percentage based reduction occurred first but this was changed in a patch spring 2010.

Your magical spells penetrate 15% of the target's magic resistance. Afaik Kog is autoattacking after casting Barrage, so it shouldn't apply? Makes me wonder if Void Staff even applies, but I think it just plainly says "40% MPen".

Looks like im picking up a new champion, dont know how Ez will survive that one. Everything AD Ez uses is getting hit hard. Gona take me a lot of practice just to get back to being Terrible.
Edit: Rofl, Riot hates roots. I might have to learn how to play Amumu now.
