Most likely because capture levels does not have a linar progrssion. I.e. a capture level 20 monster is probably not twice as strong as a capture level 10 monster.
We also know that capture levels are not only dependant on strenght levels, as seen with the puffer whale and shining gourami fish.

Bambina doesn't strike me as having the longest attention span. He's probably really bored. This also gives an opportunity for Toriko and the others. They don't have to beat Bambina, only to entertain him enough.

Way too nice. But I'm pretty sure he needs to have this very considerate attitude with life, or else he would have devastated the continent already.
