SC had history from BW to boost the player base. Foreigner vs Korean gap was a lot closer before the KeSPA switch, it was still Korean favored by a mile but still much closer before KeSPA.
The best comparison might be LoL, where majority of the top tier teams have to buy Korean coaches and/or players to stay competitive.
This won't happen unless valve makes some drastic changes to dota played in pc rooms. LoL gives access to all heroes in pc rooms, maybe dota can gift some skins or something else. Even if valve makes big changes in pc room mechanics, it has a long climb to go from being not played at all to some what interested.

well there is more than 1v1 lategame. Beastmaster lategame is really fucking good. So is chrono / lina etc
Pretty even lategame imo. Roar can shut down sven during bkb and if he can't reach anything after that he is kinda useless even with 30k networth because Secret is going to keep at range. But at the same time Lina / Void / Enchantress can do shit too. Morph will be able to 1 shot enchantress with shotgun.
TL;DR the game isn't 1v1 lategame

Its the usual farming build, if you're going to farm and play for it you max cleave and get only 1 point in stun because its 2s all levels anyways.
