dark seer is like one of the best pub abusers in the game right now. I think im 12-2 as him and I never played him in dota 1.
I like to play very aggressive dark seer and push a lot, screw turtle seers.
I start in jungle taking easy spawn while stacking a big spawn every time i can until ~6minutes. Once I have all my stacks up i smoke and sit with ion shell, this gives tons of gold and xp. I usually go from 2 branches - stout shield - hp pot -> vanguard by 6m. I know vanguard probably seems odd but 6m vanguard = you can dive, you can chase, you can get aggressive on the map so quickly.
From vanguard I go boots into soul ring, (i used to skip soul ring and go mana boots, but I've been experimenting with treads and soul ring and I think I like it more, give syou even more tankability when you're over 1k hp so quickly because of rate you farm). Like I said earlier, I'll play aggressive try and setup ganks on my lane, if not I will push, run past tower ion shell upcoming creep wave, you're so tanky with this build and with surge you don't have much to fear.
I then build hood -> pipe. At the rate of farm you can have on dark seer, you'll have treads, vanguard, hood, soul ring, so quickly you will have no mana issues and you really have to try your best to die. And if you aren't dying ion shell is doing ridiculous early game damage.
After pipe I start scepter. I don't like the common pub builds of rushing scepter because I don't find the ult particularly good until later in the game, I also don't skill my ult till lv10. Mid->late game is where wall really shines and my scepter will be ready when that time comes.
Anyway, that's how I like to play seer, I'm in a relatively high mmr bracket (i think) as it's not uncommon to get games with jeyo or other coL members or well known pub players and this seer build has been rock solid for me.
tl;dr
jungle and be sure to stack big spawn and smoke it. vanguard boots soul ring upgrade boots hood pipe scepter
be aggressive;push towers;win.

I just watched as much as I could of the LoL broadcast of IEM... All I can say is I've never been happier in my entire life than to see "Tobi Wan Kenobi" on the Live Streams list on the side.

Okay, now I played Ursa myself and I will never do it again. At least while I'm sober. Such an easymode lane hero...its sad. Lost game anyways. I could only farm and get 6 kills while our top lane (Kunkka with 2 pairs of boots and Tidehunter going carry) donated 13 kills to weaver. I dont want to qq more here.
But is it really that most russians really suck HARD in Dota? Nearly all of my about 70 games I played were with only russians in my team. And if I ask if there are any in the enemy team and they arent, I already know where this is going. Funny thing is I am russian myself and I feel ashamed of people I play with.

they mostly play drunk, so yeah... they suck haha.

I don't know if this is the case with russians but one thing i noticed with a bunch of friends of my friends brother(yeah) is that they we're playing only each other. There was about 10 of them and they sucked to the point where I could 1v5 at level 11 as slardar with just PT and armlet. I also got shouted at for switching lanes xD It is possible that certain people play in a limited group and work out a completely new(and terrible) metagame, consisting of lothar on evrybody(they are yet to discover dust for example) and going chen with max penitence and rushing dagon. Thn they play pubs in Dota2 and gt roflstomped even though they used to pwn in they little inhouses. Or they are just retarded :C

Sorry I should've stated the obvious that I'm talking about items that one would actually aspire for that isn't one of the few items every team needs one of.

Even within those restrictions, I think Heaven's Halberd might still be more cost-effective than Vanguard.
