I think the best indicator of speed is if you just watch the FPVods though. Jaedong's FP is probably the most impressive I've seen, followed by Hwasin even though he doesn't have as much apm as some of the other terrans. | ||

He might not have the highest APM, but his mouse speed is insane. If you watch any of his FPVods, you will notice that during his initial split, he will have all 4 of his SCVs split BEFORE they start moving (that just blows my mind away, you guys should try and see for yourself how hard it is). I've never seen that in any other pros' fpvods. | ||

After watching some Xellos FPVODs I've seen him have great (and fast) aiming with his mouse too. iloveoov (although his APM is 250-280) showed this skill in his games too... | ||

The APM at a specific point in a game/replay is not well defined and every program gives a different value for that. It also depends on the settings of bwchart. The average APM of a replay is clearer and simply the number of actions divided by the gameduration(on fastest speed). The first minutes(2 I think) are usually disregarded. There are also programs which calculate an effecte APM filtering actions which are probably spam.
