Actually, what its for is how it works with Tempests, a 20 second scan basically gives protoss map control of that area if tempests are nearby so yes observers will easily get sniped but say in late game ZvP protoss scans a broodlord/infestor army and has tempests that army cannot sit in the scanned area which gives protoss map control of that area. | ||

It was horribly broken! | ||
