Oh I didn't give my answer ^^
It's been 1.5 years since I played the game. Well it's gonna be 2 years starting from February 09, but during this time I've hit C- twice and the two times were when I both played ICCUP.
So I guess it depends on the person. I play TvP and PvX matchups

it really depends on the person I remember playing bw for 3-4 years about 4 years ago and some kid that was a friends cousin had just got into the game 3 months ago and beat me pretty badly, some people are just naturally more skilled, he turned out to be Darki

Between the person and the practice there is a lot of variation of how long it takes. If you're D+, it means that you're going to be able to keep improving by yourself if you just play//practice. Mass game, play with friends, and enjoy yourself and get better.
if you play with friends that are at//above your skill level, not only will you get better, but you'll keep playing the game because your friends will wonder where you are if you stop playing.

if u did ums b4 like i did ( 5 years) and only started 1v1 play and have not been too serious it is okay just have fun and keep at it

Duh ? You really underestimate D+ players or you don't play ICCUP. A D+ player can beat 2 really bad D- players Even Jaedong cant beat 2 D+ players because even if D+ players usually don't have a good macro or micro , they understand the basics.
If you don't agree go bet games.
You won't see D+ protoss players going forge-gate or one gate carriers ( like the really bad D- ). They will use 2gates / one gate tech / or fe builds for example in PvZ. Their army control and macro won't be perfect but they will use hotkeys. They also know the basics micro tricks ( reaver micro; maybe even muta micro for sure the execution will often be bad ) and the units counters.

Eh.. D+ in a year isn't bad at all. I know I hit D+ in like a week or two, but I had been playing 10 years on and off prior to that. What's sad on my part is I learned more in a few months of playing Iccup than I did in 10 years. I know the bulk of my playing occurred years ago, so when I came back everyone was way better and it took a bit to get used to. Getting used to that from the get go probably isn't easy, so you should be proud of how far you've come. Just keeping working and you'll keep getting better.

I just started playing 1;1 maybe a year ago but mass played but wasnt really learning much. then took a break then came back learned the game a bit and meh i dunno everytime i come back I get better for some reason. Im around like C-/C level as of now but I dunno

D+ in a year is quite allright, though it depends how much you play, i remember playing not too actively my first year and i had trouble getting D+ on pgt, and pgt had a lot lower skill level than iccup has now, so it looks like you're advancing quite right

I agree about the skill differential between D+ and D- (from what I've seen), but in truth, it plays out quite a bit differently, I think. D+ may understand all that, and try to incorporate that, but the execution will be off enough.
