im not going to be able to comment really but you should also post the prices you're getting em for (although on newegg you should be fine). but you might run into the situation where you're paying 50$ more for a part that's only 2% better than another etc

By the name of things nothing really stands out as bad choices so seems alright. Living is cali sucks on the part where he has to shell out for the 8.5% tax,

oh yeah I was wondering about OS - I have install files for Windows 7 that I downloaded from Windows - can I put that on a USB and use that?

looks fine. if it's mostly for gaming and not thread heavy apps (video encoding, 3d rendering, etc) i3 530 will be better value but has less long-term upgradability aka dead socket next year. the AMD performs worse in games but the 4 physical cores are better for the apps listed above and the AM3 socket will upgradeable up to at least bulldozer (mid-late 2011).
also, if fragkrag was able to post he'd probably also give you flack for that power supply. probably something about antec earthwatts 500w or something.
i think you need a dvd drive to install windows, don't know if they support booting from usb or not.

I like the Athlon II x4 and the 5770 Looks like a good but cheap deskstop.

You do need a CD/DVD drive to get windows though! I think it does a check on the CD. I'm not going to give him any flack for that power supply. I trust Silverstone. They make decently high quality PSUs.
Your build looks fine, but the case is so ugly (and not very good with airflow), but it shouldn't matter too much. The Bulldozer config will supposedly be available for AM3 sockets so that means your build we be upgradeable in 2011 should you choose to do so.

It is 80+ Bronze (which means better power efficiency and a smaller power bill which may be negligible) and I believe it is a Sea Sonic OEM. Sea Sonic is one of the most respected PSU manufacturers because they build reliable PSUs.
The SilverStone is fine as well though, since it's usually the OCZ ''xStreams that I don't like.

DVD drive isn't necessary.

If you have a little wiggle room in your budget i would recommend going for a more expensive board... Gigabyte boards are great, but they really start to shine at the higher price (with the awesome OC headroom they provide, and amazing durability)

Not a fan of the case, only having 1 120mm fan is kinda skimping a bit, the antec 300 is a nice upgrade for only a little bit extra

A 5770 runs fairly cool... and unless he plans to oc to the his board and case are just fine, considering i don't see a after market cpu cooler i don't think he's going to oc, if he is i'd suggest getting a board with a heatsink over the vrm, the little flat blocks next to the cpu socket and the iopannel next to the 8 pin connector ususally.
antec 300 is hardly a perfect case esp at that price for only a mid tower i mean that 20 bucks he could easily buy 3-4 more 120mm fans which work in the case he already chose.
I don't think he going to have a cooling problem but he could always add more fans to the case he choose if he does.
It has placement for 2 out fans on the top 2 out/intake fans on the side and 1 intake fan in the front and comes with one out fan in the back
Mainly i'm not a fan of light up fans etc all show no cool.
