People drop random games. Flash lost to M18M and Hyun, both players he shouldn't be losing to. The big difference between Really and Baby is that Really is basically a one matchup wonder, being only really good at TvP. Baby on the other hand is at the very least competent at all three matchups.
I really think this month's power rank really depends on how much you value Winner's League performance over individual league performance. Either way, it doesn't matter since this month's power rank is basically all Flash since he's the only player who hasn't completely screwed up hard at all.

No, we actually aren't evaluating anything. Writer of the PR is evaluating all 10 position based on data he feels are most relevant. It does make perfect sense to me.

I'd like to nominate Baby for a low spot or cbnc this month. He went 6-2 in proleague and 2-0 in his MSL survivor group. He's in both leagues and stepped up his proleague game this month, so I think he deserves a low spot.

Baby deserves a high spot. He's 1-0 in OSL after beating stork, 2-0'd him MSL group that Jaedong designed to crush him and PL hasn't really been an issue for Wemade players this month. This is all from crushing things from the prelims. He's got 3 wins on 2 of the 3 s class players this month alone and frankly played absolutely excellently in every one of them. If Light doesn't go big during WL finals then Baby should be #3 as there's frankly no one else who is doing as well and arguably Flash is the only person who's playing better.
You can't just write him off as "a lot to prove." He impressed everyone awhile in GOM and since then he's had a lot to prove. He spent this month proving himself and did it with a reasonably hellish schedule at the end (he had his OSL game vs Stork the DAY before his MSL group where he had to play Jaedong. I honestly would barely expect Flash to come out 3-0 in that situation just due to the bad scheduling, but Baby did it)

Well, I'm inclined to think that Really got overrated as all hell. He got big time support from both Artosis and Idra right before he went on a terrifying hot streak. Even though I argued against Really being "better than Leta" in that particular thread and believed with a great deal of conviction, even I started having a lot of doubts and I thought maybe I had misjudged.
It wasn't just that he was winning. Really is a player with really high apm and sharp mechanics. His macro is top notch. Mainly I just thought that his game sense doesn't stack up to some of the better players. Then Really started busting out creative plays with medics in TvP and his game against Flash wasn't just some random hiccup on behalf of the Ultimate Weapon -- it was a masterful game played by Really.
But right now I think my opinion of Really was fairly well pegged. When you play a "standard" macro game against him, I think he's a very difficult opponent to face. But the thing is, Idra and Artosis criticize Leta for being predictably gimmicky, but Really is predictably weak to anything he hasn't practiced against 289047348 times. That's why his TvT and TvZ have so much trouble. TvT often has very divergent midgame play depending on what advantages you are able to procure. Even though strategies tend to be very standard, there's no "standard timing" anything. TvZ these days is also having increasingly divergent midgame as a lot of hyper aggressive strategies for Zerg are becoming more and more prevalent.
Flash and Fantasy are clearly better Terrans. I think Light, Sea, Leta, and maybe Baby and SkyHigh are as well.

Skyhigh isn't better than Really. The rest of the Terrans are tentative.
Baby has way better TvZ, but his TvT is probably, generally weaker and I'd say, despite his win on Stork (EL NINO/GBR), Really has better TvP.
Leta has better TvT and TvZ, worse TvP.
Light is if you took Really and sacrificed some Macro for the ability to cheese and play TvZ. Same with Sea, really (Sea also has wicked game sense which Light lacks).
Fantasy and Flash are definitely better, still, though.

Uhm, Light has solid game sense. The only real edge I'd give Sea over Light is a much more stable TvP. Both of them I'd rate above Really without question.
For that matter, I could probably add Hwasin to my list and I'm tempted to add Hiya, whose TvP is every bit as good as Really's meanwhile his TvT and TvZ are coming together lately.
Edit: For the record, Leta is #6 in TvP ELO (and #2 vT, actually "kind of low" on the list vZ, but waaaay above Really).

This isn't about Elo? If you can't tell by watching their games that Really has way better TvP than Leta then I'm not sure what to say.
Leta's TvZ is only better insomuch as Really's TvZ is just so unusually awful. They both got kicked out of the OSL by mediocre zergs, though (Hyvaa and 815, ick), so maybe it's closer than it looks between those two.
Also Sea is much better in a lategame situation than Light (and much better at getting to a lategame situation) entirely because his sense is great. It's partly why his TvP is generally better and his TvT is arguably better, as those games are prone to getting to lategame. Aside from Flash, I don't think I've ever seen a Terran so efficient at clearing up expansions with the perfect number of troops.
