That one is really annoying, especially when the same SCV "got scared" several times in a row in the same game. It should be extremely rare, otherwise it's just annoying.
About fixing the issue with the voicing already done, just get one of the Blizz guys do a simple "your forces are under attack", like a lot of the voices in SC1 were done and have an option to have that sound replace all the misleading attack warnings.

Terran music has always been the best :-D

I hate the fact that in 2v2, when your partner's scouting probe gets attacked the game says "your partner's base is under attack". I freak out thinknig 5 pool or something.
