The blogs section is one of the sections I always at least glance at when I visit tl (unlike say, sc2 or tourneys). Consequently, it's one of the sections I participate in the most. I've always taken note of what the turnover rate is of new blogs as they appear in the sidebar (since they are posted chronologically by date of OP unlike other sections).
What I noticed was that the time a new blog will remain on the sidebar varies greatly depending on what time of day/week/month when it was made. For example, on an active fri-sun evening, you could make a blog, and see it pushed down and off the sidebar within a couple of hours. This isn't a big deal since most decent posters don't rely on the sidebar, and good blogs will receive the same discussion even if they don't appear on the sidebar at all. At a less active time, the blog could stay on the sidebar all day. Although the frequency of OP creation isn't a great way to monitor blog activity (could be hundreds of replies to the last few blogs without any new ones being made), it probably is a decent indicator.
What I see right now is the same blog sitting on the sidebar, right at the top position, since yesterday. This is very rare from my observations. Of course I can't use a sample size of one to draw any real conclusions (gotta love it when you have a cold day in winter and someone takes a crack at global warming like one cold day somehow debunks the theory) but it would be nice if there was some way to monitor blog activity.
It's possible the staff have access to a way of monitoring the number of posts/week in the blogs section overall, or something useful like that (do you?). This would certainly avoid the problem of using OP create to judge blog activity.
So, are blogs dying? It seems to me like activity is lower than it was a year or so ago, but it certainly isn't dead. Has activity on tl changed recently? If so, does the blogs section simply follow the trend? I'm sure what most people would love is for the upper 25% of blogs (in terms of quality or reading-appeal) to keep going, while the bottom 75% (not interesting, waste of time to read, etc) stops, but I doubt that is going to happen (we could go into a long discussion about improving the blogs section, or purge or whatever, but frankly I don't think Chill has the time/energy!)

Maybe because it is holiday season and everyone is chillaxing at home or something. =?

Yeah it definitely depends on when holidays are and on other factors which influence how much people go on tl. But at the same time it's kinda strange if the time people spend on tl goes down when they don't have to work+school (but I guess I'd believe it judging from how many people claim they are on tl when they should be doing other things).

Also how would which blogs are included be decided?

I would think that the posting rate (all over tl.net, not just the blogs) goes down when people are doing other things for holidays. Most people probably have tl.net ingrained in their daily lives, but when unexpected events start to occur, then people are going to visit tl.net less (it's one of the first things to go (possibly))

average number of unique visitors has increased slowly but surely over time. it peaked during TSL, ofc.
looking at the number of visitors daily for the past month, the numbers are very typical.
i don't know about blog statistics though.

I almost never use the forum index for blogs. There is too much garbage to sift through. The good stuff should just be posted in General and the bad shit shouldn't be posted anywhere. After I look through the rest of the forums I give the blog sidebar a look. later.

You aren't taking into account how many of thing things posted in the blog section are blogs as opposed to discussion topics. There is a difference between a thread and a blog, and most things posted in the blog section are threads imo.

Hmm...I've really only done a couple blogs since I joined TL, dunno I'm not much of a blogger. I prefer to read other people's blogs. I guess I really don't have much to blog about, I go to college and study ect ect, nothing exciting there.

I've always enjoyed reading blogs the most, but I'm noticing that the amount of interesting blogs has been decreasing lately.
