Depends on what kind of agreement the two governments in question have made. US is pretty strict with this. But apparently you don't always need one. And since some EU countries don't need one I can now assume you also don't need one as a Canadian.

Thx for the friendly not flaming answer, although Nony and Idra might be more skilled atm, you are definitely my favourite north american player beside g5 and JF cause you guys behave like normal humans and not like flaming kids.
Overrate? It is more like underrate. Europe is not as strong as it use to be. It's not that they got worse, it's that other countries gotten better. North American powerhouses are emerging like JF, Idra, and NonY. Mondragon said that amateur Korean terran gives him a lot of trouble. Idra is a pro terran. Mondragon will have great difficulty taking a game from Idra's mechanics. Not to mention that NonY may soon be going to Korea.

As I said the americans get better but the last years were dominated by europe players. JF and Nony are great players. I cant judge about Idra. Before he went to Korea he wasnt that good. The top europeans would have easy won against him. After a few weeks in Korea, the top europeans WHite-Ra, draco (and believe me Mondragon too) were still stronger than Idra. I guess that has changed now from what I have heard, but I am not sure since I did not see a game.
North American players (Nony, JF, Idra) became really strong the last year and they are slightly the strongest now (Meaning that a bunch of european players is still capable to dominate them if they have a good day and americans a bad). But beside these three top players that still might lose usa would still lose a game USA vs Europe (without Russia) because the amount of good players that comes after the top players is much higher in Europe.

No offence or anything, but where are you pulling all of these "facts" from? You are like blindly stating soo many things, without any proof or backup. How can you make such statements without proof, and NOT come off hugely biased?.

Well I actually think JF and Nony are definitely better than Mondi atm. And Idra is probably (at least I hope so for him) better than Draco.
You also forgot about Dreiven, Strelok and White-Ra they are nearly as good as nony, mondi and jf too.

Mondragon still has a very strong ZvP even though he is not that active. I know that his game vs nony in tlattack wasn't that serious, but still. A bo5 with mondi and nony would make a realy close series.
