Mass Effect suffered from poor side quests. The main story and background information was fantastic. Ignore this non believer.
Burnout Paradise was quite fun. I rented it for two weeks and it had pretty solid single and multiplayer.
Gears of War, Orange Box, and CoD4 are all great games as well. Halo 3 has gotten a bit old for me, but it still has good multi. I haven't tried Rainbow Six Vegas 2, but the first one was pretty decent. Bioshock is a good rental, as you can cruise through the single player in a few days.
Crackdown and Saints Row are both excellent "sandbox" (like GTA) games, and both should be pretty cheap at this point. Stranglehold is fun (another rental probably), and Dead Rising is overall a good game, although I got frustrated with it at a few points.
Edit: Oh and Xbox Live Arcade has some great stuff too - Ikaruga, Rez, Castlevania SOtN, Bomberman, and Geometry Wars to name a few.

yeah, Dead Rising can be really tough. I think I had to restart about three or more times until I was strong enough...

If youre into shooters, I highly recommend two games to play with a friend:
Gears of War - fantastic game, good progression, great interface and controls. I havent tried single-player, but the campaign in co-op is so fun. If you dont have XBL, just grab another controller and a friend to play with.
Army of Two - after my friend and I played GoW, we wanted to play another co-op shooter. Ao2 was exactly what we wanted. It focuses more on co-op play, and allows you a little more strategy in your tactics. It also has a weapons shop and allows some weapons customization, so that was cool too.
edit: You dont have to buy all these games; some of these you can just rent.

Other games you should get: gears of war, dmc4, rainbow six vegas

Do not get ES4 for the 360, because when you find out about mods, you'll wish you'd got it for the PC.
Grats on getting Forza, I was addicted to that game all summer break.
If you haven't played the original Ninja Gaiden (it sounds like you have), I suggest getting that. Otherwise, I don't have much to contribute that hasn't been said already, except to encourage you even more to get Bioshock. I share your dislike for FPSes, but I loved BS.
