Well I think it is because over half the dragon ball character speak Spanish or have some quote text in spanish on their intro and victory quotes is where I believe the Mexi is from that. Regarding the beam is because all dragon ball Z pew pew with laser beam. Atleast that is what I am getting from this lol

The prefix mexi- basically means horrifyingly overpowered simply because the retarded creator of the mugen character felt like making them overpowered. Rather than making a superior AI or quality moveset, they rely on sheer unfair power for their character to win.
It's a general send up of the classic 'knock-off' you see being sold in markets and the like - where the originator of the item probably has no intellectual property rights and doesn't take much pride in its creation. For example:

Well there was a Youmu vs Lavos today which cost me quiet a fortune sadly and eventually lead me to the mine a few matches later after leaving my mouth feeling salty. I bet on Youmu hoping she had the speed to gap in on Lavos before he can do his imba spells and chain combo on him. I was correct and Youmu was able to gap in and dish out some damage and I actually saw Lavos almost hitting 2/3 HP but then she got caught because Lavos doesnt get stun when he get hit and everything just fell apart and all 3 matches went like that. Is Lavos even beatable or upset-able? He seems like he could deal with Ronald since Ronald cant dodge his AOE and could probably the only one who can upset on Rare Akuma.

Lavos Spawn should get decimated by Radish SSJ4. His Super oneshots and he uses it pretty often.

Well it's not probably 1 shot super vs Lavos Spawn but consider that Radish takes like 2 pixels of damage from a Radish normal that 1shots every normal character. Barney infinited Radish for like 50 seconds with lasers that deal like 30% of a normal chars hp per hit and during those 50s he took Radish to like 4/5 hp
Radish's 1 basic attack deals more dmg than Lavos Spawn super and Radish has more HP than Lavos Spawn.
Here's a current theory:
Fake Burns flies in as a bat, real Burns flies in as himself in superman pose from the opponent's side of the screen. Need a larger sample size.

Some of your tiers are wrong by the way. The absolute bullshit list is way too long and there's gigantic variance in there. Oh and plenty are just completely wrong. For example stuff like "Wolvenom(lost to Blossom...sad" just makes no sense, Blossom is mid-high.
Orochi Vega in B tier when he's SSS is just ridiculous. Alice in B tier when she's D at best. Dodgers in A when he's C. Mordecai in A when he's B-. Fake The Thing in S when he's awful. All cyberbots clumped together when there's great variance among them. Yashaoh in S when he's C. Another Kyo S when he's C. Jason Todd in S when he's C. Future Trunks above S when he's B-. Android 17 in same tier when he's C. Fake roll in SS is just stupid. Strong Guy in SS when he's A. Fat Albert in SS has got to be a joke. Krusty is not SSS, Homero is significantly better than him. Soujiro is more like S or A+ than SSS. Kuando same thing. Pocket Fighters shouldn't be clumped together, Felicia is god tier while Ryu and Ken for example are mediocre. SPO Ryu is C-/D or so, not B. I also love how you clump all Touhou together when they range all the way from god tier to potato tier with everything in between.
Those off the top of my head.
BTW real Adon(2d sprite and really fast idle animation) is about SS tier while the fake Adon is around C

oh... yeah you really cannot just put touhou together. there's the ones that are beyond godlike or really amazing. off the top of my head, patch, remi, cirno, kanna, yukari, mugetu, marisa, etc.
while others are absolutely horrible and are just easy traps for people who think all touhou are good, e.g. mamizou, reisen, wriggle (i lost like 3k on this bitch), mystia, keine, sanae, alice margatroid, etc.
However, all 7 of the arrange_ touhou are ridiculously OP. always all in on them
