Hey TL, maybe you can help me:
I am having weird issues relating to (most) kinds of storage on my PC. I started noticing it when I got "Destination folder access denied" on one (SATA) SSD. I followed all the advice such as https://answers.microsoft.com/en-us/windows/forum/all/destination-folder-access-denied-you-need/9f7150c9-3b90-403b-befe-fb7d024eb96b I could find including completely wiping and reformatting the drive, but the issue just remained and the drive was unusable.
So I figured I got unlucky and the drive was bust. Bought a new SSD, plugged it in, and - exact same error on the brand new SSD.
I then thought to boot from a USB drive to see if I can run any diagnostics tools from outside of Windows to figure out if it's Windows or if it's a hardware issue. But creating a USB drive also fails. I used Rufus, it runs for about 2 hours before announcing that it can't access the USB drive (SanDisk Ultra Dual Drive Luxe).
I then created a Ubuntu USB drive from another PC, which works fine. Then tried to boot into Ubuntu on my faulty PC. Bootup took something like 25 minutes. Once in Ubuntu, it's barely responsive. Each action takes 2-3 minutes. So like, open terminal - wait 3 minutes before terminal comes up. Many actions simply time out or get stuck.
Meanwhile Windows works completely fine on my M.2 drive and everything but accessing additional SATA SSD or USB drives works fine. All drives also show up in Disk Management, I can delete and create partitions, format them, etc. Just can't use them.
So, since both my installed windows and Ubuntu from USB drive have problems I am thinking I have some hardware problem. But I would like to figure out what is broken before I start the hassle of replacing parts. Any idea how I can narrow down on the problem? I don't want to go through the hassle of replacing the mainboad only to end in the same situation. Or any chance that this might still be a software problem?
Specs: Windows 10 Pro X570 Aorus Elite Ryzen 7 5800X Palit RTX 4090 4x32 Corsair Vengeance LPX Samsung SSD 970 EVO 500GB M.2 (Windows drive, works fine) Samsung SSD 870 EVO 2TB SATA (brand new, doesn't work) Samsung SSD 840 PRO 256GB SATA (old drive, doesn't work)

Does the issue happen with all folders on the hd? Or only specific ones?
Did you try using a diffetent cable to connect your SSD?
Does it occur if you disconnect the 4090, to see if the problem is related to the power supply? Does the usb stick OS work better on a different machine?
I think at this point your problem is probably with your hardware. But the troubleshoot you linked is related to specific folder destination, and therefore sw.

It's the entire SSD, even after formatting. Well, actually, it seems to be whatever drive I plug in, since the same problem is with a newly bought drive.
You know what I can't believe I haven't tried swapping the SATA cable. I give it a low chance of success but will try!
Don't believe I have power issues with a 1200W PSU and the problem occuring no matter what the load on the GPU is. Also don't get any typical underpowered symptoms and the system has been running fine for over a year. But will give this a try too.
I am trying to get my hands on a laptop I can test the drive with.
Yeah I am fearing hardware issue too. Just want to somehow be sure before I go through the pain of replacing the Mainboard.

I'm going to go out on a limb here, and speculate that this is very likely a hardware issue. If it's not the cable, my guess would be a bus controller malfunction. Possibly replaceable indvidualy, but that is far outside my competence.
The thing that gives me pause, is that the usb OS is running slow for some reason. (Even if the sata isn't connected?) Are any other usb devices having issues?
Replacing the mobo should fix the issue (no gurantees - sorry). Maybe you can get your hands on an x570 board woth correct socket to check? Make sure it's not the cable first though.

Tried all day to get it working. Update:
Managed to boot up and install Ubuntu on one of the "access denied" SSD. Ubuntu from both USB and SSD works completely fine. No issues accessing any drives.
At one point I managed to make a change on Ubuntu (delete / recreate partition, format, don't remember) and on the next boot into Windows, I could access my one SSD as expected. I got excited, went back into Linux, tried to recreate partitions on the other SSD, boot back into Windows, only to find that I am again denied access to all SSDs. Haven't managed to reproduce this.
I can also boot into windows recovery and access all drives as expected. CHKDSK doesn't find anything. Just regular Windows can't.

But the "solution" doesn't work for me since I am not in any domain.
It's starting to drive me crazy and I am dreading a Windows re-install.

So it took a while to figure this out.
The problem was lingering Windows group policy from when my machine was enrolled in company Intunes. They block all removable drives, and the SSD was considered removable I suppose. The bad part is that I had unenrolled long ago, but this policy, or rather the effects of the policy, stuck, and there was no way to get it out again. All policies were removed, I could manually refresh everything, but the drive was still not accessible.
So, in the end it was a Windows re-install that did the trick.
