I don't like Phoenixes as a late game unit, especially when Protoss have better siege units like that the Tempest. Yes it is, and it's freaking strong.
The problem with collosi phoenix is that it doesn't exploit Terran production like collosi, archon, templar. If you make phoenix collosi, all I need to do as Terran is make lots of vikings. If you do collosi archon templar, I now need to balance my army composition between ghost and vikings and too much of either and not enough of the other can be easily exploited by the protoss.
Phoenixes don't do enough damage to vikings to make them worthwhile in the composition. The vikings can just focus down the collosi and then land to avoid the phoenix fire.
