Anyways in many countries there arent enough funds to send all the players, and they choose how many to send and at what games, depending on the leftover money i guess. So prolly this is why it aint easy, as there seems to be no clear idea of the affiliation tax, the relationship between the WCG and the orgas in each country and so on.
