I've been wondering why everyone goes 9/0/21. I usually go 4/0/26 for all the spiffy utility skills. What's in offense that needs 9 to get to?

15% MR Piercing. For mainly Magic users this is better than even 5% more damage since it reduces the enemys effective HP by 15%.

To be exact then they´d be cut by 7,5%. Each Point of MR equals 1% more effective HP against Magic. Thus 100 MR means double HP or Damagereduction by 50%.

I always opt for 0.33 mana regen over Greed, which I believe is a useless mastery. If regen isn't needed, the neutral buff duration (15%) is better, too.

mana regen and neutral buff duration are both things you wanna put more than 1 point in if they're useful to you though, so they don't make as much sense in a 9 point utility layout. I guess my point is that none of the MUST HAVE 8 POINTS IN UTIL masteries really have the same appeal for investing the previous 8 points in exchange for a single point as the dodge or magic pen masteries.

15% duration buff for neutrals is pretty decent, though, to be honest :p

I almost always opt for 0.33 regen just because it's better to have than nothing, especially when I'm running mana hog characters (Ashe Twitch) that I don't really want to have to buy regen on otherwise.

Edit:
On an unrelated note, for all the whining about relative strength you see in forums and stuff, if you think about it, aside from a couple heroes (I'm mainly looking at TF and Alist), the "top" heroes have generally come down to earth, and are pretty even, which is actually kinda impressive. It'll never be able to overcome the "if you want disables Fiddle > all" sort of thing, but that can't be helped.

Now if they'd add more game modes and make TT go live... :|

Alistar's ult really needs to be nerfed...

TF needs to be redone well

Fear needs to be removed as a game mechanic because it's stupid and I'll totally rant about it again if I have to. Taking away fear and putting in something else for fiddle would probably balance him out better.

If they did those 3 things, it would make me giddy, but I don't see them happening.

I also edited the crap out of my post up there. Seems magic pen > havok in most cases, but they're pretty comparable.

I just think the duration of fear is ridiculous. Hey, yeah, I'd love to have a targeted 5 second stun! On 10 second cooldown, too, yeah!

Wait, people bitched about my 3-4 second stun from a 75 second cooldown ult, really?

On net average I'm fairly sure I travel none-at-all whilst feared, as sometimes I run away, sometimes I run back, sometimes I run away and then back (thus making me move 0 ground), so for all intents and purposes I consider it a stun.

A stun that I think is unaffected by Merc Treads, lasts an inordinate amount of time, and cools down faster than almost every other disable.

My generic caster masteries are
3 perserverence
1 good hands (or Teleport/Ghost if applicable)
4 awareness
1 greed (replace this with improved flash/clairvoiance/etc if applicable)
3 meditation
2 utility master
3 quickness
3 CD redux
1 Presense of the Master

3 AP/level
1 Crit Chance (or exhaust/smite if applicable)
4 Sorcery
1 Magic Pen

Maxes out your CD reductions, and gets Magic Penetration.
