And since it's the same name it has to be the same people so you are boycotting them... Slightly off topic, sorry, but, still.. At least Chris Metzen stayed for the entire franchise and gave us a worthy successor to the original story. Wait... And the knowledge and experience gained by the studio does transfer in a way. Companies do study what went well, and what went poorly from previous games, and working with people with experience does rub off. And no studio has more experience RTS-making than Blizzard.
Ok, so my apologies for I did not know that there was still someone from the original Blizzard North team participating in the StarCraft 2 adventure.
I'm also acknowledging very much that you can have some skill transfert in a way. Still, since the team has changed so much and since their is such a long time between the coming out of BW and the begining of the design of SC2, I am not really sure that skills and knowledge has transfered that much, but, here is my opinion, not a fact, so..

Reason: Here is the thing. You have gotten away with balance whining despite your terrible moderation history because you are a known streamer, but there are limits to everything. A forum is a place of discussion, and when you come into a very good and well thought out thread, refuse every evidence and keep repeating over and over "no you are all wrong and Protoss is imbalanced", even when you keep being proven wrong, you just make conversation worse for everyone involved. That is not what a forum is for.

I mean 1) its a pretty massive nerf 2) Given how people talks about how people just leave it on the nexus rather than switching it to WG or what ever I don't think it takes any more or less skill than press the mule hotkey on minerals. 3) This isn't a game based on symmetrical balance so I'm not sure why people are insisting that all macro mechanics be treated the same way. Despite the claim that Chrono is stronger than other macro mechanics, protoss is weakest in the early game, so shouldn't something about the toss early game be buffed or something in z/t early game be nerfed? I'm still not sure why people insist on discussing balance on a symmetrical level when the game has 3 very distinctly different races. It's not a massive nerf. The test i ran shows it's equivalent if not better than HOTS chronoboost. And that test was ran with me doing the HOTS chrono every single time i had 25 energy pop up on the nexus. This means if even 2-3 of those chronos from HOTS are not used on probes, while the chrono from LOTV is constantly used on probes...the LOTV chrono is giving an INSANE economy lead for P in terms of getting a 2 base saturation. User was temp banned for this post.

In there with the references to BW he makes I agree with him, if mech could be used in SC2 and in TvP the way it can be used in BW, then SC2 would be fucking amazing.

Avilo can certainly make reasonable suggestions and accurate analyses like in that thread (note: I have my qualms about how his suggestions would work out, but the suggestions at the very least worth pondering), but I don't think I've ever seen him be unbiased. No matter how sensible and exact his suggestions are, they are always couched with terran and more particularly his style of terran in mind.
It's like when Zerg players said that Immortal Sentry all-ins were broken. They most certainly were right, but it was still a statement to their benefit, and few of them would make the same comments about BL/Infestor. So while the quality of avilo's proposals vary, and some of them are worth acknowledging (though others like the chrono-boost stuff most certainly aren't) you'll never get the entire picture.
