children are not allowed on the site. once they disclose they are children, they get banned. if they dont disclose they are children, then no reason to ban them (ignorance is bliss).
To add to this, you have to reveal both that you're from the United States and that you're under 13, because the law only exists in the United States. To summarize, from my understanding, we can't collect information from minors, information that they need to give when signing up and using the site. If it makes you feel better about banning them, as Chriscras said, apparently he pretended to be a girl and played in female only cups. That's probably close to a bannable offense on its own, no?

Ohhh snap, shit just got real. Went from 2 days for off-topic and that 2 weeker(?) on firehand to 30 days on purple. Longest one I've seen at least (besides Stork's perm which was for an amalgamation of reasons).

From today's WCS LR personally i think 2 days is too little, seeing as he made the account for this it had no posts until today, and he was either really angry and dumb, or baiting people into fighting theres no doubt in my mind that he did it without knowing what it would cause. I know its standard to go warning-2 day, but i dont think he gives a crap (possibly a second account or something) Isnt temp bans used so they can think about what they've done so they can change their ways, i seriously dont think he's gonna tho...
