Ah shit, that sucks then. I would've loved to play with TL-ers. 
I have friends from India who I queue with on SEA and they play fine on it. And I've never had a good time when I queued on USE.
I occasionally have played on USW though, but I had 200 ping pretty much all the time. And I couldn't really play anything other than support well lol.

There are a number of people who have been playing who aren't very good (myself included). As long as you are nice and communicate with the team I don't think anyone will mind.
