only been watching reps, but there i run evrything on ultra @ 1680x1050 :
cpu: phenom II 955 ram : 4gb value g.skill (only 3.25 real since i still use XP) gfx: nvidia g94, think a 9600gt slightly overclocked at 512mb
dunno if sc2 scales good with cpu or is just so good that it runs on ultra on a old 9600gt

but its k. i did some stuff and it works pretty good on higher settings.
what would you say is playable tho? consistent 60+fps?

In response to the CPU scaling, I would say that yeah, RTS are more CPU dependent, but they used a Core i7, and not as much stress was put on the GPU as should have been. I would have liked to see the results with a card like the 5770 or GTS 250 to see the difference tbh.

i thought id try it on my Acer Aspire Revo which has Atom 230 cpu, ION gpu and 2gb ram. switched eveyrthing to lowest and it runs at about 20fps =) although the fps didnt seem to change much from the settings it had at default which were mostly 'medium' to when i set everything to lowest including resolution. it was ok for watching replays, but not really playable fps. might be playable with an atom 330 which is dual core, also ION2 is out soon. theres also alot of netbook/nettops coming out with CULV cpus which are faster again than the Atoms, these seem to come with different gfx such as ATI 3200 or GMA 4500MHD so these may be able to run it.
just thought id test it and post results.
one problem i did have was invisible mouse which made navigating the menus quite hard, dunno if anyone else has had this problem? using latest nvidia drivers too.

from the bench the only concrete conclusions we can come up with is that if you want to play at 1920x1200 ultra with minimum fps of 60 on ultra you need at least an e5200 or athlon ii 240 (it may be able to do it on high clocking single cores over 3ghz but that is just a guess, a wild one at that) with an hd4890 or gtx 260 (no longer gts250 they messed up the labeling).
there are very clear performance anomalies going on if we assume this bench was conducted properly, so when blizzard fixes whatever bug that's currently affecting ati cards i'd imagine fps is going to shoot up OR it could just be blizzard's code takes advantage of some architecture in the nvidia cards better (hmm...).
at first glance it looks like sc2 for ati cards favor high memory bandwidth / frequency cards and nvidia cards are performing one tier higher relative to their equivalent ati cards

I don't think it's possible to begin explaining how amazing the GTX 260 performance is compared to the ATi series. Jesus christ it is at the disadvantage in every possible way yet it still performs better. Is the 448 bus/architecture really what is boosting its performance? ><

Game is smooth without a video card of any kind for me. I have my settings relatively low but the gameplay has been perfectly smooth.
Intel Core 2 Duo E8400 @3.00Ghz 2 gigs RAM NO VIDEO CARD
and no problems. I am very impressed.

Yeah, they probably can. The HD 4200 should be able to run SC2 because it is in the general area of the minimum requirements. It can also depend on how much memory the motherboard has reserved for the that integrated card. The more memory the motherboard has hardwired into it for the IGP, the more powerful that IGP is.
Edit: Updates for today- Build paths, updated the gpu list a bit, along with a short newbie intro to computer language~
