When it says eligible for promotion is that from Silver X to Silver X-1 in your case or Silver to Gold?

The order goes 3, 2, 1, so that would be a promotion to Gold. It would probably be pretty handy if they added badges on both sides of the bar to make that clearer!
e: Misunderstood your question. The bar applies to your current tier and not your overall league. If I were in Silver 2 then the bar would represent the gap between Silver 2 and Silver 1, not Silver and Gold.

They should really do something about how they display provisional MMR; it's only going to cause confusion as is. Maybe have a message with it that says something along the lines of "(estimate only. XX more games needed for an accurate score)"
I believe from a fresh start 25 games are needed. It will probably be easier to confirm this now.

SEA server got the patch early. Create an SEA account and play it yourself! You can always switch back easily with the Bnet Launcher.

It will be live on NA on the 13th I guess when the maintenance clears, not sure.

The lower official MMR on SEA - 2288 for the bronze tier 3. But if you wish, you can reduce it, of course, to even lower values.

Checking my timezone, I think NA will be down for 3 hours starting in about 1 hr 50 mins.

it's a huge number. I expected something more chess like, 1000ish for bronze players, 2000+ for masters and 3000+ for GMs.

Yup. 10:00am EDT / 7:00am PDT is when maintenance will start.
