From a lore standpoint, I much prefer lores where magic is sparingly rare, and only a few can use. A lot less work for DM, and a lot less magic loopholes when they've leveled up. Yeah, magic is relatively rare at the current time of the campaign certain types of magic are even thought to be extinct, with the bloodlines dying out. most mages exist as high level court advisors or hermits. the world is mostly dealing with the consequences of a golden age of magic hundreds of years ago. I thought i should at least allow a player to be a mage, but i'd have to warn them it'll be difficult for them to continue being welcome in cities without the protection of a powerful noble if they make their powers known.
So, i would suggest not wasting too much time on stuff that isn't too relevant for your players. If noone plays a mage, don't spend ages creating a magic system. If you have some mage opponents, you still don't need a complete magic system, you can just give a specific mage some rough power guidelines, and a limited amount of uses depending on the gems he currently carries with him. Also give him a personality under which circumstances he is going to use that magic, since it is apparently pretty valuable. Then when he deals damage grab an amount of dice that seems appropriate.
Usually your party should go something like "Ok that guy is a Mage, we might wanna club him in a dark alleyway instead of rushing at him frontally, unless we like getting our face melted off)
If you are set on DnD, you could just use one of the classes that has spellslots instead of memorizing spells (sorcerer or something), take the effect from the rules, and just go with a different description. There is fundamentally no big difference between a Fireball, and limited earthquake with lots of falling debris, some sort of watery explosion or whatever. So while the magic system isn't completely freeform, you can just use a spell that has an effect somewhat in the order of what you are looking for, and reskin it to fit the mages elementary type. You could give your gems an amount of x spell levels that they can cast before running out, but as this will weaken your magic users you might recompensate them in some other way, maybe just social recognition or something. Maybe a slightly longer list of spells to choose from when casting. I would highly recommend either this option, or Savage Worlds.
That being said, if you want a freeflow magic system, you might have to look at other games then DnD. How set are you on playing DnD?
I am pretty sure that what you described could be done very well in FATE(Which is also free-ish (Pay what you want), I am very much a fan of FATE currently, but it is rather abstract and maybe not too well suited for a complete beginner group.
Savage Worlds might also work, but it's magic isn't that Freeform and a lot more limited. Magic is results orientated rather than spell orientated though, so it would still fit your style better than DnD. Savage Worlds is generally a good idea for a rules-lighter pulpy game (I much prefer it to anything DnD or Pathfinder)
MAGE the Ascension has a very cool freeform magic system, but you would probably have to create some sort of Frankengame because it is pretty much only focussed on that magic system. so you would have to somehow merge it with another game for other aspects. Not something i would suggest doing in a first game.
One thing i would suggest is that you are not too ambitious. Don't try to create a complete system from scratch to fit your world. It is not gonna work. You don't even have experience playing a game, so there is no way you will make a system that is better than stuff that is already out there.

To further explain some of the lore, the gems are pretty rare by this point in history, and finding one anything better than near broken would likely involve a very difficult journey or a lot of searching through ruins. magic is mostly done through a ritual, which i guess would be more like roleplayed channeling to maintain a constant effect. I could just leave a potential player with a simple guideline like
level 1 mage = with rituals can only deal minor damage over time or other minor effect depending on the domain, the damage and effectiveness of whatever is scaled with your level and add more powers as the group levels up with giving faster more immediate effects by using a gem if they happen to possess one, allowing me to "build" the system as the party grows, only if there is a spellcaster of course. otherwise just worry about it as it seems likely they'll encounter a spellcaster, hoping to god the group is suicidal enough to walk up to the closest magical looking person and fight them in the first 10 minutes of the campaign.
the reason i wanted to do a D20 DnD style setting is that its a lot easier to run from the few games i've played on the system as a player not DM and i could simplify a lot of the elements to make it easier on myself, and DnD is something i'm pretty familiar with in terms of some of the mechanics, as i grew up playing DnD CRPGs i just think it'd be easier for me because D20 is pretty plain and ordinary.
more than anything its frustrating not to be able to game-ify the system that already exists on paper. When you work on something for over a year its a bit rough to just say "eh let's scrap the whole last year and run magic missile + fireball" T_T

TLLOLOTGD, I make a plea for help! So I have this game going on where I have to guess what music this girl listens to. So far I've managed to bargain some hints like "industrial metal, power metal, punk rock", "if you keep trying English/American bands you won't find many, I'm more into German bands" or "Sabaton's the only Scandinavian metal band I like". Which doesn't help me much since I don't even know the characteristics of power or industrial metal (she told me power's like fastr heavy metal, and industrial's stuff like Rammstein). And I know even less about German bands. ._. Still managed to guess Blind Guardian (and AFI and Dir en grey... told her to listen to the old good stuff too). So, by your knowledge combined, please, answer my pleas and teach me about these German metal Bands I don't know of, lest I miserably lose this game! D:

Well technically when I mentioned Scandinavian bands she said she only liked one, I tried Sonata Arctica 'cause that's about the one I know (had no idea Nightwish was Finnish, you guys and your listening to bands under 30 years old ._.) and that's how I got the "nope, Sabaton". That's why I'm pushing in the German direction (I'm more likely to like it than Japanese stuff too) now.
