Actually, if we isolate their best years the comparison can be made looking at datas only, Serral is kind of Flash-y; Flash had a longer career and more years of successes. He came back to dominate just as much after seven years, his nickname is well earned.
You can't really compare them because foreigner scene actually has a relevance in Sc2; its real dimension is debatable and the source of all the discussion regarding Serral's greatness. Moreover, Serral utterly dominated one year only; we'll be able to speak of that a couple of year.

Comparing different games is stupid to begin with, even in the same genre (who's the best moba player, Faker or Dendi xD) and SC2 & BW only share the same name. They're very very different RTS that tests the RTS skills in a different manner so it's totally pointless to compare BW achievement to SC2 achievement. Except to have utter respect for people who were able to win titles in both.
However Serral will be closer and closer to the title of best SC2 player in the history if he keeps up this level of play. I don't remember anyone feeling as dominant as he is.

Considering how little money you make outside of prizepool in sc2 chosing GSL was a brave but not very intelligent choice for most foreigners.
