So far, it is good, it seems that 2 of the 8 foreigners at BlizzCon will be Snute and Polt, this is a great beginning. Even if the stupid welfare system was not in place, these two would have an enormous chance to get them e.g. under the WCS2015 rules. So so far, we can be pretty happy.

While I agree that Korean leagues differ substantially from western tournaments in terms of preparation, it's a still pretty inaccurate guess to label all "kespa boys" as incapable of performing well in a weekend-format tournament -> if you like to do some research, look up IEM or Dreamhack tournament history for the last 5 years.
