It has become a game of Protoss cheese whackamole (all of which are far stronger than Terran cheese) followed by either a pre-storm SCV pull or a slow death animation for the Terran. When a Terran wins PvT, it is legitimately because they were the better player. When a Protoss wins, you can't always be sure that is true (though it frequently is true). Thus far Blizzard have shown no intention of changing the matchup so it is more entertaining or more enjoyable to play for Terrans. Of course the obvious route is to make siege tanks viable in the match up, especially since they are by far the most interesting unit Terrans have and opens up a great deal more strategies. ZvT suffers from a similar problem in that the zerg is forced into a composition by the strength of certain Terran units (namely widow mines). However there is something of a balance in this in that the widow mines are forced into the composition due to the strength of mutalisks. The cheese isn't too effected and there's still a ton of openings in the matchup. The same thing needs to happen there - widow mines and mutalisks need a reasonable nerf and then the matchup can start opening out again. Blizz massively buffs mutas in HOTS for no good reason (just because widow mines were too strong I guess?), realises mutas are too strong so gives spores massive anti-muta bonus. Seems like a silly ad hoc way to do balance.

You pull SCVs when you want to win. That should be the correct sentence.
