Does anyone know TvT well enough to say whether or not XY would've done better/won the game if he didn't lose as many SCVs and got his 3rd before TaeJa?

Yes, it was a joke; specifically, a hyperbole. And no, this isn't NR20 because relevant things are actually happening before the 20 min mark. I jokingly called it NR20 because both tried to harass and weren't successful, as you pointed out. Neither player got a(n) (dis)advantage from the early game.
And in case you're still missing the exaggeration, I know TaeJa attacked before the 20 min mark in the first game.

The moonglade vs XY game on Korhal Sky Island had no production tab until the 12th min.  Makes it kind of hard to LR cause I have no idea what structures or upgrades are being made off screen

to be completely honest, XY made some diamond level mistakes there. He scanned the main and saw the cloak timing, waited 20 more seconds to drop ebay, and didn't build a single turret..... what?

He still likely would have lost because he showed here and in challenger league that his TvT positioning and builds aren't very good compared to someone like TaeJa and his macro isn't nearly as good as TaeJa's. His best hope is to pray for mOOnGLaDe to take out Polt because I don't see him standing much of a chance against Polt.

Yeah, more bases=more money=more stuff.
Worth noting is that economy obviously comes for a price. In this game, Taeja had a big tech advantage in the cloaked banshees that more than negated the economic advantage of XY.
