They've stated multiple times in the past that it isn't under their control. Similar to TV commercial. Loudest volume to get audience attention.

The way i fixed it was by turning your browsers volume to about 50% or lower in your volume mixer, and just turning up the sound on the stream. I always have my volume mixer open in my secondary window. Gotta have those perfect sound levels.

It's hard to make out what is happening in ZvZ though, with giant blobs of low range roaches and the occasional anti micro fungal. Zergling/bling battles are super fun, but everything past the early game is less exciting to watch.
