I'd have to disagree there. Oz seems to have Stephanos number yet that doesn't mean Oz is overall better than Stephano. There are a lot of things to factor in such as the luck or unluckiness of group placements. ie: If Parting was put in a group with 3 Terrans, he would dominate, but if it was 3 Zergs, he would be first to go. By the "best" I would assume he is talking about MVP and MC who forfeited their places in WCS to go to IEM due to LG sponsorship.
The bottom line is, the best in Korea aren't necessarily the ones who qualified for the WCS world championship or winning 1 particular event, infact many people are too quick to assume who is the best and not. The "best" should be affiliated with consistency, and with MVP winning 4 GSL championships, and winning a tournament in every major region in the world (MLG & IEM), therfore MVP is the best in Korea and the world.

WCS Korea was spread out over several weeks. I think it was the only one to be in such a format. Bad decision, I reckon. With 10 K for the winner up for grabs, the Koreans should have been taking it seriously. Not every KR player has a team that can afford to send them abroad to win big money prizes.
