Losira went the Hydra heavy style because Hongun went for a Blink Stalker transition to finish Losira off.
If he would have rushed Colossus after his Dual Stargate didn't do enough damage, he would never be able to protect / secure a third base, while Losira would retake his third and the gold.
He would also be susceptible to any kind of doom drop / mass bling drop scenario.
Protoss doesn't work that way that you can switch from tech to tech and get expansions, especially if the Zerg has an established economy. It was his best bet to do a Blink Stalker all-in after killing Losiras third and forcing many spores all over the map.
Losira went Hydras because of the dual stargate, he just sticked to it because Hongun didn't try to counter them.
You can easily transition into colossi or even ht/chargelot(not recommended on this map tho) while you harrass with your air units, you have enough time to get a decent army up.
When you got them out you can take a third base because the Zerg can't fight you at that point.
Going for an all in that is countered by what Losira already has can't work.

July's ZvZ is still terrible...
Can't blame him though; ZvZ is like 18% of his potential matchups. Time is better spent practicing ZvT.
