Thing with Nasus is that a bunch of your damage comes from Qing people.
Early late its got a longer cd and you have no stacks.
Midgame it's maxed, you have CDR, and a bunch of stacks you farmed.
Lategame its damage is the same because you don't buy AD and didn't have time to build many stacks compared to the current damage, plus the autoattack guys have more AS and AD (and crit if they're ranged/Tryndamere/Yi) so you take more damage between 2 Qs.

That's why I don't get people saying "Yeah Nasus is lategame monster". You build up the majority of your stacks during the laning phase, even with max CDR later in the game you can't afford to freeze or just wait to Q every minion when you "push" (you don't splitpush if your lane is still near your former t1) so you don't build as many stacks.
Plus when you're already at 200 + 1XX base damage + 100 AD + maybe a sheen passive, getting another 30 or so damage from stacks isn't as big anymore.
Meanwhile, shields grow stronger, squishies (especially the AD who was behind in levels in the midgame) have more HP and armour, there's more cc, etc.

In the midgame you take ages to kill if you aren't behind and you do 30% of people's HP with your Q. In the lategame you die much faster and you do maybe 15%? and it's harder to get in range to use it more than once or twice in a row. You're comparatively weaker.

On Garen in particular I don't think LW adds the most damage for its cost. I think as a single item there are others like maybe Hydra that compete with it, I did the calculations a month ago, and I'll dig them up if I remember. It definitely does vs tanks but Garen's not supposed to fight tanks as his sustained damage is not that good. G2g right now.

I have never played a nasus lane and thought "wow I Shouldn't have picked nasus because x champ owns me too hard"

nasus is pretty overrated mid/late game because of his lack of burst and range but he's very strong at least. He's bad against mass ranged champs and thats pretty fotm atm with lulu/ryze/kayles etc top.
