Korea's B teams aren't disallowed from anything dude. They are just known by a or b, 1 or 2. The only thing that differentiates them is results. If Team B is better, they're better, its that simple.
What i mean't by competing in challenger is that we'd have a whole wave of new teams with the skill it takes to play at the top level. Not that B teams have to sit there if they can knock team A out of the LCS for a season. It just creates competition.
And if amateur teams aren't up to scratch then they shouldn't be allowed in LCS/Challenger anyway. This changes nothing apart from raise the entire regions level of play. (Source: Korea.) Amateur teams have to be able to compete to be allowed in. That requires massive effort, either they'll succeed as a team if they are good enough or the players will be picked up in the long run anyway.
(Ok there are more things that cause Koreas skill dominance but the main three are this, their views of soloQ and work ethic which are all very closely linked.)

TBH the Soraka changes on PBE can be a huge buff too. This makes her W reset even faster than before now.
If I calculated correctly, previously it takes 6.2 seconds to W twice if we can Q constantly with 40% CDR and max Q. With the changes, it takes only 4.5 seconds.
Again I am just doing it on top of my head and I could be wrong. But it looks like her W cooldown shreded around 1.5 seconds in the best case scenario.

If you watch really good toplaners they can totally play jax even early against really strong matchups. I've seen Wings and dyrus win lanes solo against renekton etc solo at a high level. Jax is very strong, mostly its all about managing your ult charges and enemy skills so you make sure to use your E fully and land the stun.
Jax is hella strong against most melee top laners. Just remember to go balls deep at lvl1 because Jax with stacked E is one of the strongest lvl1 char in the game (especially agianst renekton!). Against Ryze start q, and go in. Forget about cs, stay in bush, wait for cooldowns and all-in as ryze as much as possible. If you try to cs in lane, you will get chunked anyway so you won't able to get much cs. But even then ryze is a hard lane because Ryze like Jax is really strong at 1v1. Ryze's pretty much only weakness in lane (besides a few coutners) is jungle pressure and your q+e combo with jungler ganks should kill him. Plus Jax + most junglers win 2v2. If your jungler is smart he will gank top often.
Edit: I feel the way to lane agianst Ryze with Jax is to push the lane to his tower. Make him choose between chunking you and cs. If you harass him and your e hits minions the wave should push heavily towards him. Ryze is bad at csing under tower, if you get chuked recall and the wave should reset if you manage to push into the tower. Repeat and you should be able to bully him out of lane after you get triforce or botrk in the midgame, because Ryze has a midgame power dip.
Jax and Ryze share the same strengths and weakness, good at 1v1 but vulnerable to ganks and bad teamfights without good initiation. Usually shutting down these two is a team effort.

It's also important to note that a lot of matchups actually require Jax to max the leap first.

Critically though it lowers her laning power, because if she's having to spam heals on cooldown she runs out of mana fairly quick, and the lower damage on Q and mana cost on E will hit her laning hard.
For passive support Raka who stands behind the ADC and gives them stats though, it's probably a buff.

jax just needs to not feed more than 2 kills before getting 6 and a cutlass and he can shit on ryze after that. you are right he needs to give up cs early but pushing isnt an option, just chill out and survive until 6.

Some people like the full support playstyle. There isn't anybody really other than Soraka and Janna who fit it.

The sheer mobility is so useful that I almost never max W first. Plus, in lane, your post-6 trading is mostly burst ([creep AA]-[creep AA]- Q - ult passive AA - W reset) and doesn't rely on repeated W's.
