Leblanc came out in 2010. She has a teleport where she can return to base location, a silence, a slow and a root. And she can do all of those things twice. Or compare Lee to Zac. Or Aatrox to Riven. Yes, some champions like Ashe or Sion are a bit obsolete today, but if you look at champions as a whole from 2011 onward, I don't think there's anything to show that champions are suddenly being given a huge amount more utility or anything in recent times.

Yes, if you compare them to the few high utility champions champions who happen to not be their analogues there are a handful of old(and not reworked) champions which can look like they have utility comparable to the new champions.
But Lissandra's analogue is not LeBlanc, and Zac's analogue is not Lee Sin, and AAtrox's analogue is not Riven. And Riven, Lee Sin, and LeBlanc are not the only early champions in the game.
Edit: And if you were looking at things relating to the point at which they were released, Riven is decently on this side of the half-way mark (83 of 119). Her contemporaries are champions which people were complaining about how they did everything, champions which we now think do little (or do little or are undertuned) because of newer champions which do even more.

I really don't think newer champs have more utility....old champions have some pretty crazy utility...the like oldest champions are like Alistar, Ashe, Morgana, Chogath is utility out the ass.

What you do see is an increasing commonality of moveblocks on champions, most recent champions get one. But I actually don't think this is that bad, honestly moveblocks make the game way more dynamic and provide a huge amount of outplay potential. Ultramobile champions like LB/Lee/Kass are still just outliers.

Nobody's denying that newer champions as a whole are "better" designed than older ones as a whole. That still isn't an argument that the amount of utility is getting out of control or anything. All it means is that they're getting more consistent with their designs, and the few older champions who have been left behind may eventually need reworks.
