Huh... well looks like they're okay with Curse voice from then because it doesn't see through fog of war. Scrolling up through the chat trying to find that dragon/baron timer is really time consuming and distracting in a game where one slip up could cost you the game... and I think Curse voice has the enemy blue/red timers available too if you see it happen which doesn't show up anywhere on the chat.
Well, I'm actually confident that Riot will eliminate/alleviate this advantage soon enough.

Tristana + Fiddle vs Caitlyn + Karma is no fun at all. yeah i usually ban cait if i'm first pick and planning on playing trist and you really want a support with some all-in potential at lvl 2/3. whether or not your support gives you an opportunity for an early jump in can really make or break the lane.

From their posts on reddit/the forums i've read so far, they basically seem to be saying "unless it gives advantages impossible for a player to recreate like seeing through fog of war, we'll just let the community decide if it's good or not, then craft policy around that."

Does Curse voice show you the timer on baron and dragon if you cant see them? what about enemy buffs?

Well.... not a real patch if no nerfs are hitting multiple champions :D
Good to see Wriggles nerf, 1800g + 30 stacks? Not that much of a nerf IMO.

But its actually a pretty big multitasking skill to be able to keep up with this. I'd liken it to an auto-inject bot in SC2 (or an auto worker-rally bot in BW). It technically doesn't do anything that you couldn't achieve, but it's definitely a huge advantage to people who don't have it.
Riot's reasoning behind it is totally bogus, because "calculations based only on the info you have" could be applied to Flash timers (do a base stat calculation to figure out basic runes+masteries (or look it up via lolnexus h4h4)), Ultimate timers, etc.
Having to memorize buff times might be considered "unnecessary burden of knowledge" the same way that rallying workers is likely "unnecessary multitask taxing," but if that is the case then Riot should add it into their own game. 3rd party mods that affect how you play in game is terrible, and its double terrible if it is pushed through by Giant Esports Conglomerate Moneybags.

Yeah I feel this is just Riot getting paid by Curse.

Doesn't Rito have too much infinity of moneys to be moneypushed into something they don't agree with from principle tho?

it doesnt take hardly any multi task to keep up with timers, add 5/6/7 do it while youre walking or in base, then say it, time buffs while youre doing them its not even difficult, but maybe all these years of broodwar have spoiled me who knows.
everyone can literally do the same thing as the client by adding 5/6/7, flash timers is a little more into the iffy zone, if it can track runes/cdr and all that though i think.

The obvious route to take is to have it cost RP

This is not true.
First and foremost, Riot is owned by Tencent. Riot needs to be profitable to a certain extent to survive. Considering Riot is probably not going to be able to produce another popular game, it is just going to wither and die as Smite and Hearthstone take over. Riot needs to diversify its market and business model.
Secondly, Curse is probably seeing the potential with voice chat software and they want to dominate the market. I don't know what they perceive the value per user to be, but to make its software ubiquitous for LoL is the easiest and safest way to enter the market.
Also, I can't see how Curse would develop such software without some sort of nod from Riot. Curse is quite big and visible. To construct Curse Voice requires quite a bit of money and resources - they won't make it on a whim. They must have done some level of planning for this project. Now, when they considered adding the timers to theit software (which, from what I can tell, times buffs automatically so it requires reading into the memories used by the game from the client side - so it is 100% a hack by my book), they must have thought of the repercussions should Riot labels it as a "hack" - this would be suicidal for their brand. Hence Riot most likely has approved it already.
However, I don't see Riot approving this for free. Riot is not a charity and it wants profit. This is why I think some sort of deals is already made.

Anyone watching Chrissy Costanza, famouz singer from youtubes streaming league right now?

with the "only using information you already have" rule you can come up with all kinds of blatant cheating stuff like a flashing sign when an opponent is in execute range for champs like darius and garen.

You can also make bots. They only use the information you already have.

The clear solution is to bring back URF

Hassle is like the essence of videogames. It imposes skill floors on being a high level players such as APM and pure reaction time. Its just like athleticism in sports. Do you think Lebron James is the most skilled and dedicated basketball player on Earth? No, he just happens to be a skilled and dedicated person who was blessed with essentially the perfect body for playing basketball (which likely is the reason he dedicated himself to the sport to begin with).
Would implementing league-wide timers turn LOL into a no-skill game? Absolutely not, but it is a way to stratify the playerbase, in a different way than pure mechanics, or purely good shotcalling.
