Anything outside of topnotch competitive play, it's pretty silly to expect anyone to be able to do that.

I think it depends more on ping than "skill level" here.

You see Leona throw her overhead swing and you aim the tornado in front of your AD.
Leona gets knocked up and your AD walks away before he gets stunned.
Or you stand next to your AD and aim that shit at Leona.

I'm not saying my janna could hard counter a diamond leona, but an actually good janna shouldn't ever let a leona engage on her bot lane, unless the leona completely out-plays the janna. It's not like you even have to react that fast, if you can react fast enough to flash an e (which hopefully most of us can), you can react fast enough to Q-Q towards the leona.
I mean, if you're playing on 300ms+, then it reasonable to not be able to pull of janna vs leona, but you probably have bigger problems then not cancelling leona's e's if you're trying to play janna with 300 ping.
