Its a stupid nerf. Targon's needs a lategame gold buff, because supports can't kill minions then anyways (except Taric, because he is stupid). Annie needs to save spells for stuns, Nami needs to save da bubble (and does no damage), Sona lol, Soraka huehue, Alistar haha (unless you have like IBG), Thresh (meh), and I feel like Im forgetting some supports.

Although Targon is sucked on conventional support now, but if you run like some supports like Olaf, J4, Leona, Mundo, it's still pretty okay. The whole point of Targon and fotm is you should run tanky support champs to maximize the active anyway. Running Targon on squishy supports doesn't really help that much.
Or is this one of the master plan of Riot to introduce manaless support!??

i think leona is about the only support i would start targon on, but even then i still think there is debate about if coin is stronger.

The terror of a manaless support or ADC would be just devastating. Even Kennen ADC before his range nerf was just incredibly stupid because of the endless lane presence.
I mean, imagine how weak a manaless Graves/Lucian + manaless Annie/Thresh lane would have to be numbers wise to be balanced against their mana-using counterparts.

Starting support items in general is much less satisfying than S3's 3G 1P +potions that felt really flexible.

The health from relic shield makes it a better start on any all-in support over coin.

Release Jayce was the best. I mained the hell out of that champ, and even now he's my most played Ranked champ. Averaged over 2 doublekills per game for 30 straight games, never lost a lane. That champ was straight dumb.

If they nerf Shy I think it should be the percent health shred on her E, personally. Hits hard.
I love me some Dragon bitch (in my accounts twelve hundred some games about six hundred are on Dragon bitch.). Her W damage is already pretty low comparatively to like sej, mummy, mundo etc. Her q isn't good enough to nerf, and shyv needs the move speed from W and the tank stats from Dragon form... If they take either of those away shy will be in a real rough spot, but the percent procs on E can be nerfed without killing her core playstyle.
I think she gets too much damage from her E right now. With just BotRK she kills things pretty fast.

iirc, his Q was a stacking attack speed buff instead of slow. W unchanged except movespeed buff persists after shield breaking. E no longer heals, but proccing it slows target. R unchanged. Personally it sounds like a net nerf to me, but I haven't played it.
