I went 21/9/0 masteries, mostly the AD side plus the spell weaving and attack weaving masteries with Frenzy, gave up a couple points in the ArPen/MagPen mastery for those. I want to experiment a bit more with the masteries, see if a 21/0/9 is possible with Fleet of Foot and just have him be an all-in AD champ.
No Static Shiv? It seems basically made for him as a second item (if BotRK first is the answer). I was thinking ghost blade would be good on him, but maybe I just really want that item to be good on somebody.
The CDR doesn't help his Q (main damage nuke), and he needs constant AS to get the CD down instead of the Active burst.

I feel like there will be junglers in solo Q who enjoy and are very proficient with Rammus. The taunt nerf is largely negligible imo.

Shiv was ok (built it first, then sold it for PD), but I think you want to try and get that 100% crit chance because of how your Q is a basic attack, so it can crit.

Last I checked you need 46% bonus AS to hit the minimum cooldown when you reach 18, so it's not something you need to go out of your way to achieve. Since E doesn't work with CDR either I guess it won't be a priority unless 10.8 second wind walls are crazy op.

Temporary attack speed buffs now update champion's attack speed immediately, rather than after the first attack
If I'm not dreaming, this is an absolutely gigantic, potentially gamebreaking buff for Elise.

I'm honestly really surprised Elise hasn't been more seriously nerfed yet. Her stats for pro games, especially in OGN are absurd.

How about Tri Force into hydra on Yasuo? His kit is extremely spammable and triforce also provides tons of movement speed plus good all round stats (30% attack speed and 10 % crit chances). You just need hydra to provide sustain and clear power.

All right, so in the past Elise's W worked like this:
You could either activate it around a second before you attack for the first time, and you attack rapidly throughout, or you could attack sooner after activation and take forever to attack again after the first attack. A good timing was that if you WQ from max range, you would be able to begin attacking rapidly immediately after your Q.
You could use it to reset her auto attack timer, which let her attack twice almost instantly but again forced her to wait forever before the third attack. This is different from Fiora's E which immediately increased Fiora's attack speed, which combined with the reset was a large portion of her early laning.
With this buff, she can reset her auto attack timer and in addition begin attacking extremely quickly immediately. I'd estimate her getting 2-4 extra attacks off with this buff, increasing her burst by disgusting amounts.
This is tested and confirmed by me.

In V1.0.0.153 skittering frenzy "Now immediately starts Elise attacking at her faster attack speed, rather than waiting until her next attack starts". I remember feeling less delay after that change so I actually didn't think the new patch would change it at all, weird.

I tested it for forever and couldn't make it attack without delay when auto attack reseting or without waiting for a while before attacking for the first time.
(now it indeed attacks right away)
First game Yasuo vs bots, feels more stupid OP than I ever could have imagined. Guess they did the stupid thing and designed a mechanically demanding character with bad players in mind.
