Well in terms of total gold/minute its Good/Better than most jungler items so long as you actually get the execute twice/minute so its not terrible so long as you're coming to lane to push/farm/gank whatever and don't care bout the stats the jungle items give

does anyone know if you stop decaying after the season ends? i really dont feel like playing ranked and my account is already decaying from it and i dont want to drop tiers.

Well Wriggles costs 1800 gold and Executioners emblem costs 365 so relatively yes.

I could honestly see that happening. Executioner's is 365g, and you can start caching in immediately. The standard jungle items cost 1800g-2000g before you start making money back. Jungle items have efficient stats, but it's going to take an early double kill or 12-15 minutes of farming just to get them, let alone earn all that much gold from them.
Machete/Spirit Stone/Madred's don't count as gold items, so you could sit on them and just ride an Executioner's for the early game. It sells for 146g, so you literally only need to "tax" a lane roughly three times for it to pay for itself (depending on the presence of cannon minions).

The Caitlyn in my most recent game contributed over 2k gold by like the 35 minute mark by starting with an executioner. As it is now, I think it will be the something both bot laners absolutely get every game. If they need a different final item like shurs, they'll sell the executioners later. Easily the most powerful of the new items they've added.
Also, because of the execute, we had the entire first wave done before the enemy bot lane got there. (They were helping with blue on purple side)

Starting to change my mind on new Sivir after playing her a bit. I still think shes not any better in lane as she had been pre "buffs", but the ult is something else, shes definitely worth a pick consideration on the ult alone. I feel like we might see her in some 2v1s at champions winter if this version of her is available.

Edit: I just spent ~15s not hitting creeps, with my champ tp-ing around the wave. Then everything loads at once and I'm half HP because Malph was there andhitting me all the while.
