So, Teemo shrooms now give gold, which is nice.
Phage/Triforce cost increase + Rage passive tweaked/nerfed for ADCs was needed and are fine with me, and nerfs Corki back to a more reasonable level.
Thresh now rewards good play and not just random hooks every 15s or so.
Ryze change seems potentially very strong.
Lucian changes were needed, but probably not enough to make him viable.
Olaf rework/changes seem extensive and probably reshape his full kit, but since I don't play as him and only see him in like 1 out of 100 games, I have no comment on the changes.
Katarina changes mean if she gets her full ult off, it should do more damage than pre-3.12, but should be a bit easier to interrupt now.
Garen VU is meh.
Jinx probably gets implemented after Worlds final; like s3 ends and Riot goes, "Thanks for watching, here's a preview of s4 champs + items. Oh, and Jinx's live now."

Dunno how viable Olaf will be, but he's always been and will continue to be a strong 1v2 option with axes. As long as he's overall stronger than nerfed Olaf I think he'll be pick-able for pro games.

I agree with that, but the increased base speed and increased speed when he ults should make him slightly better for chasing weak champs in team fights.

sure maybe a little bit, but that's not where ryze has problems right now anyway. If you can get him into the midgame with good items he's still pretty strong. However, no competent opponent is going to let that happen because his laning is so abysmal (and this change will do nothing to fix that).

What would happen if you let ryze's ult have a passive effect, that grants a portion of the stats(like 20ms, and 5-10% spellvamp innately)

Spirit Visage gives him damage from CDR. Afaik, it never game him anything else than CDR?

Ryze never really wanted to get a banshee's veil, RoA is so much better. And spirit visage's 20% CDR is better for his damage anyway (unless you were already going to get a FH)
