Personally I'd like to see blue buff changed into something else. It has value in that it's an objective, which forces some interesting fights, but once it's actually on somebody it basically just makes the game worse. On laners, it turns the lane into a push war. Later in the game, it promotes poking and liberal use of disengage. There's a pretty wide range of possibilities that fulfill blue's current attributes (helps early jungling, better on mages so it contrasts with red, etc) but don't produce bad gameplay on laners and in the late-midgame. not sure i agree with that every time i get blue it's my cue to kill the other laner i used to think very much that blue was just a farming tool but the more i've actually played mid the more i realize it's just a huge power spike and opens a window for aggression
Yeah, it's an opening for aggression if they stay, but they shouldn't.
Three scenarios. They play out the same way from game to game with only the exception of a very few matchups. The fact it almost doesn't matter what the heroes are is one of the reasons this mechanic isn't so great.
A blue, B no blue, B stays. B should be completely unable to stay in lane and will probably die, or almost as bad, be forced to back with a wave at tower. A blue, B no blue, B roams. A pushes. And of course if they both have blue they push.
You can see the first option is pretty bad for B so really no matter what happens, if you get blue mid, you should end up pushing if your opponent plays it right. What reason do you have to stick around vs a blue? Your opponents are the ones giving you the opportunity to be aggressive, not the buff.

I think Blue buff being strong adds depth to the game by rewarding you for stealing/denying theirs.
There isn't much you can change to keep Blue a "caster" buff. What do AP mids want? AP/CDR/Resource. What do AD mids want? AD/CDR/Resource. If Blue gave AD/AP then it becomes broken and unfair. It would have to give something like massive +exp without the regen.

Lack of imagination. I'm not going to put one specific proposal out there because in my experience people fixate on it immediately and miss the point of what you're saying, but I can think of several alternatives.

Quick question. If I wanted regen on a tank jungler like sejuani or amumu, would spell vamp or regen be better for the early game?
I feel like it would be regen but smite might heal a lot. Regen. None of the spellvamp items are decent on her and she needs the MS quints. Oops, I mean on quints. Quints that improve your clear time will save you enough health to counterbalance not being "health gain" quints AND make you overall more effective. So then shouldn't you be building amplifying tomes instead of regen like spirit stone? I get that stone's passive is strong. 20% bonus damage and the 10 true damage is nothing to laugh about, but neither is 40 AP.

Base damages do most of the damage early on. 40 ap probably only 5% dmg increase at most.

The problem with the Morgana thing is that no one should be able to clear faster than her until like 2 NLR items, if the game were balanced. Maybe Anivia using ult could be faster.
Like, Lux's moves 2 non ult offensive moves are better for clearing by a lot just because of speed. Honestly, things like Trickster, Lucent, Zed Q, Barrel etc should need like 2-3 rotations to clear a wave even with a NLR. Otherwise roaming is too easy.

That happens to everybody now and again.
If you close the client and then start it again it fixes it, usually if I notice it right at the start of the game I can get out and back in before minions spawn.

Poke and siege comps in general are only problematic if you have no wave clear, no hard engage, and no split. If you've got wave clear then your tower is relatively safe and you can split hard because the enemy team if focused on poking you out and not killing everyone since they don't want a hard engage. Similarly if you've got hard engage you can hard engage to break their siege.
Sometimes however you get out-comped. It happens. Next time when you see the enemy team pick a poke composition, grab wave clear and a split pusher. Have your support or AP build Banner of Command and when they come to siege your towers, split two push two lanes at once and clear the waves on the sieged tower.
