Heimer's rework is pretty interesting actually. The change on the grenade is a massive buff and allows Heimer some semblance of an escape if he misses the stun. Lost the slow on UPGRADE though I feel like that's fine considering.

Take everything on there with a grain of salt, some of the things don't even make sense (AD ratio on cooldown duration wut). It seems they are making another, larger pass at champions with ult costs above 100 mana and flattening them to 100 mana, including SORAKA getting her ult buff from 250 mana -> 100 mana at max rank.
The %health creep continues with Morgana's tormented soil. Zigg's ult is now way better at stealing dragons and baron.
And, for a nice move, they are fixing up the wording of a bunch of skills.

So if you land charm do you do the same amount of damage as pre-nerf? Or do you deal even less?

That Morgana change confuses me so much. What is the goal behind it? To make her better against tanks? Don't put it on her W.. Put it on her Q imo.
Her W needs to get the Nasus treatment and that's it imo. Her weakness is that her ult is impossible to use well against all the mobility in the game (get 2 hits) and she needs more up-front burst to be relevant. A damage distribution change on W gives her a little better push potential and higher applicable damage.
