If you were practiced at last hitting you'd hit the ones that require multiple hits and prep them, or be prepared to use skill(s) to catch the CS. You shouldn't be losing 10 creeps under turret even if you are pushed in.
If you watch pro level supports, they help their carries CS under turret by prepping them. That interaction would be gone, and a whole aspect of support play just disappeared.
Learning to CS properly under turret is hard, but it's also rewarding ($$$$$). It's a high skill high reward thing that would be removed from the game entirely if this change goes through.

Yeah that really irked me, along with the fact that the range on Q is longer than his AA but the selected target for Q still has to be in AA range. Doesn't make any sense to me. Anyone have insight on this?

TL;DR: it hits as far as 1100 range, pass-through, no damage fall-off unlike Boomerang Blade or Piltover Peacemaker, and it is fairly quick with only a short wind-up and warning.
They'd have to nerf some of these aspects if they wanted to remove the "point'n'click" aspect of the skill. Think how Piltover Peacemaker has such a long animation and damage fall-off to make for its 1300 range and good ratio.
They chose to make it harder to use well in exchange for additional power. I'm fine with this priority.

the fact that double mana cost is now a consistent bug with new riot champions is a little worrying that they are just bandaiding instead of fixing core problems.

Yea, I think it's a trade-off to not getting reduced damage and having pretty long range.
And since no one answered earlier, the tower's "dodge penetration" thing likely doesn't prevent people like Vlad or Fizz from avoiding tower shots by going untargetable. It's more that Jax can't dodge shots with E and is also partially a holdover from when dodge was in the game.
i really like the idea of items on turrets showing what their passives are, but the crystal mark + transmutation change are both retarded.

I don't understand why PX is so worried about this and blasting Riot for it. The whole point of PBE is to catch bugs like this; it's only a problem if it hits the live servers. Granted, the fact that this bug shows up on PBE with new champs with some regularity does seem to suggest that there may be some underlying issue with the game coding/client but we've known that the game is coded not too great for some time.

Either way my CS under tower is never perfect because of small amounts of minion damage make some hits really hard to make if you don't have a skill ready. I can see why its bad at the pro level since a slight edge in skill won't lead to a slight edge in gold. Around my level it will just lead to both of us last hitting better unless my opponent is really bad at hitting under tower (i'd say half are) then its a buff to me.
Overall, its a minor nerf to high skilled players and a minor buff to lower skilled players. Which is in line with some of Riots other changes in the past.
