This is undoubtedly a nerf to lane Nunu, whose effectiveness is questionable for the majority of our playerbase - in many ways Lane Nunu simply won his lane and lost the game, while being annoying and frustrating along the way. This wasn't the greatest of patterns - especially while Jungle Nunu sits there on the sidelines where the cool objective control and gank patterns are being unused.
I didn't realize Nunu top was widely considered that much of a liability late-game. Certainly worked well for me.

Late game Nunu top only offers marginally more than a support or jungle Nunu, only a bit more damage from your extra farm. Other than that, you have an extra support end game. While this is fine if you're planning on doing a protect comp, he offers rather little over other top lane bruisers, even when fed.

I actually thought it was a very sensible change, but I also thought it was a straight up buff, to an ability that is already arguably OP.
The Diana shield change isn't near as big a deal, because she has to hit things or get hit to get the double stack. With the Lux shield change Lux could, for example, pre-doubleshield everybody right before an engage, or freely use her shield to stop poke without worrying that half the application will be wasted if a fight happens right then. Essentially it would allow Lux to just spam her shield mindlessly and not think about timing it.
And I am willing to bet that this is exactly what they found out when they tested it on the PBE, and that's why it didn't go through.
But at the end of the day, I don't think Lux is as broken as all of you do, and for this patch at least I win!!!!!!11111111111eleven

She can if she wants to, but it's much better for her to not.
With max CDR and at max rank, her shield is on a 6 second cooldown. The shield itself lasts 3 seconds.
If she throws a shield on her teammates, it doesn't last the full 3 seconds before it refreshes, because they're closer to the part where the boomerang changes directions. If you hit somebody towards the end of it, the thing refreshes almost immediately as it turns back around.
This means that in order to get the maximum amount of shielding on another target, you need to shield them while they're already being attacked. Otherwise, it's very likely you'll only get one application.
With the change, that would no longer be the case. It has a 6 second cooldown, lasts 3 seconds, and refreshes itself. So you shield somebody, the particle takes a second or two to travel, then shields them again, stacking the shield and refreshing the duration. You no longer need to use it while they're being attacked to get full effect, you just use it whenever.
Basically, the change was just straight up a buff. I'm not surprised it didn't go through. But I still think it's pretty funny~

Shadow lasts 4 seconds and the cooldown on E is 4 seconds, but I guess if you have any CDR then you actually can. You'd need 26% CDR to get off two Es with your ult though, which unfortunately isn't going to happen.

compared to graves/ez where they just gutted their BAS and didn't add any bonus AS back.
