Well I agree with switching it to AS rather than AD—as for timings, depending on numbers it may (and probably will) remain a strong 1-item timing, and it'll certainly still be a super strong 2-item timing when paired with BT, LW or BC for AD (and ArPen). However, not that he said "shave off some AD from upgrading the item", so it'll probably be 30 -> 25 AD since Cutlass has 25 AD already. It wouldn't be that bad, really.
I'm more curious about the cost. And to be fair I still feel that Cutlass is a rather weak item now: increasing the cost is going to make the build-up more awkward for people rushing it, as they'll sit on a somewhat weak item for a pretty long time.
Also Vi'll probably still love that shit, esp. with LW/BC.

the changes are along the lines of what I expected - give the recipe zero ad, add cost. I thought they'd hit the active harder but that looks pretty satisfactory.

I wish they'd keep the cost it has now. I sort of like how you can get it earlier than a few other items with a smoother build-up than other items.

Its odd, because I haven't understood a large majority of Riot's balance changes dating back to the Pre-S3 (and I think a large # of this community + others who dabble in the PBE agree with me). BC, Locket, BOTRK.
Even champ remakes seemed odd, like the random Hec buff a while back, the obvious problem Eve was going to be upon rework, etc.
I dont get it.

Guys, how do you feel about these incredibly reactive nerfs from Riot? Especially as opposed to Blizzard's really slow patching style.
Personally, I think Riot had a good medium before, but they are praising their balance team for being more "reactive," and I don't think this is a good thing. Too much metagame being quashed in a game where lanes are relatively specific.

I think that sometimes reactive is good. Responding this quickly on a blatantly OP BORK is good. But I'm not sure how it got past the PBE in the first place. Several PBE changes look incredibly drastic (Nerfing Bruiser Nidalee, who isn't OP, to affect AP nidalee, who is.) and fired from the hip. My faith in their QA process for PBE changes is running thin ever since S3 started.
And I agree that they sometimes are nerfing things that just need time to grow (Pre-patch BORK was finding its place in the meta. Did it need the change at all? Also, Warmogs and the "place" of HP-stacking in the meta.)

I think they've been way too heavy handed at times during S3 (Olaf destruction and the BotRK buff the best examples) but in the case of the most recent hotfix I think they're about right. There is a point where something is pretty clearly way too strong and I think BotRK is there right now. Doesn't look like they're going overboard with a nerf so I'm not too phased by it.

My friends and I are also stuck in phantom games as well. Also getting an error when trying to "reconnect" to our completed game. NA servers down.

This means that if he doesn't make changes that seem to make sense he'll be out of a job.
I can understand that.
In the days of BW, companies made their games and often just left them. I remember Total Annihilation getting praise for actually releasing new units with their regular patches.
And even if the decisions Riot does, make no sense to you or me, we both have to admit that they cause discussion, which creates excitement and draws in new players, and it changes the meta. With a side effect that I think everything's been nerfed. I don't know if we'd ever reach a tipping point where nerfs start making the game so unfun to play that people move on to other games.

I would say their balance approach is systematically flawed in so many areas that it's the culmination of all of them resulting in all the issues.
They need to spend a lot more time balancing things pre-release and on the PBE and be a lot more willing to significantly delay releasing champions after they've been revealed on PBE. Right now once something reaches PBE it's going to enter the game with no more than a few number tweaks, even when kits are broken by design. If they were to put something on PBE, take it out and totally rework spells (champions) and combinations / actives (items), the game would be better for it by several magnitudes.
This would also greatly reduce the need for kneejerk patching that they're prone to do.

I would credit part of riots success is in the incredible amount of "new" content they can make by simply shuffling numbers around on champs with you ending up with completely different experiences then before.
Riot doesn't hotfix just anything. they left black cleavers alone for a long long time and have bearly reacted to the giant belt meta. I don't understand what the complaint is with a company reacting to imbalances that it sees. Sure its cool to see the community figure stuff on their own but its going to take months for simple things to get worked out and its just better if they let the community develop new things instead of hashing out unfun old things.
