If a lane is losing so much they can't cs safely then there's not much I can do to change that.
I would consider helping if he threatened to leave because I never ganked. Leavers are unfun.

Has anyone noticed a potential bug with Vi where her ult appears to be off cooldown, but it is unusable? It happened to my brother 2 days ago and I made fun of him for it on Skype, but then it happened to me today. It was after I used my Q and hit, so I was definitely in range. I first tried it to dodge a Taric stun, but it didn't work. I thought this might be some kind of server lag causing me to actually get stunned before the animation finished, so I wasn't sure, but then I couldn't use it after the stun was over, either.
Maybe we're both going crazy but this has now happened twice, so I'm starting to doubt it.

Depending on what champ you and him are (together do you have high CC, burst, kill potential that kind of stuff?). If you don't feel like you can get some guaranteed kills, I'd just try to snowball another lane and only visit them for counterganks. Generally I'll ward for them, but I gank based on opportunity mostly-- its up to the laner to make those, like let the opponent push the lane, use a pink to deny vision, that kind of thing.

What I've had is being stuck in the charging part of her Q, I can't "release" it so I can't use autos or her other spells either, just run around slowed until the spell cancels by itself.

I've had that too and I nearly lost my shit. Ugh. Nasty bug. Will be the death of you if you get it in the wrong spot.

On the flipside If someone insists on locking in a risky top choice at best that doesn't add any CC I might not gank top very often. Last game someone instant locked vlad for top and got his shit wrecked by an elise. I tried to gank once at the usual level 4 timing and got a kill (he was already dead before i reached his lane in a 1on1) but aside from that there was little i could do to help him. She warded well and quite simply put beats us in a 1v2 (or rather kills one of us for sure) simply because he was 2 levels and a full item behind at level 6. There really isn't much you can do to turn such a lane, so simply ignoring them and trying to snowball your mid/bot lane seems to be the best option.
Frankly what I dislike about jungling is that if a single lane insists on playing unsafe (not warding, constant overextension etc.) you can either babysit that lane (and give up the other two lanes if they aren't winning already) or accept a loss basically. It might not be such a problem at diamond or up divisions but in Silver if my Top or Mid laner feeds constantly we have a really hard time compensating for that (read as in, if they don't have a lane on their side which makes the same mistakes its usually a loss).

Listen, Janna's ult doesn't DO anything if no one's around you. I know you just think you're stopping in place but c'mon. We've gone over this.

Honestly, 2 or more deaths (without trading back), and that lane is pretty much done. Almost any countergank will give up a double kill, and even if you come and the enemy is overextended it's not necessarily a kill. He's going to be worth a whole lot less, so better to let him continue to get shit on if you can win other lanes. The thing is a kill can provide a gold differential of around 600(1.5 waves+kill gold) for the laner.
If EVERY lane is losing though, take whatever opportunities you can get, try and countergank tower dives, do the warding for your team(even if you're losing, map control is so important, if you can't even go take wraiths without being contested, it's going to be a rough game at best.

That's true. Mid is just if the enemy can combo him or not, which may happen at dead even or never depending on the matchup. Bot is mostly dependant on item progression.

Increased his early sustain in the jungle and reduced his teamfighting sustain. You only linked the cooldown nerf they changed the healing to 20% at all levels

Generally yes. There are a handful of players who think that black has an advantage but it looks like, both empirically and theoretically that white does. The reason that white is seen to have an advantage is tempo. I.E. white is always a move ahead unless it plays in a way that loses that advantage. In games like chess second mover advantages are not uncommon, but because chess isn't solved its impossible to know which player(if any) has an advantage and so we have to rely on conformity to heuristics and empirics in order to ascertain whether or not an advantage exists.
