I'm starting to approach Lvl 20 at around Lvl 18.6 and wondering what Lvl 3 runes I should get once I hit 20
what I've played lately is just choosing some tanky character (Nautilius, Hecarim) because my team doesn't choose one and stacking armor since opposing teams are almost always AD heavy at the level I play against so far. I'm not sure if I'm very good playing a tanky play style but since I'm basically mitigating the opposing team by armor stacking, I fulfill a pretty useful role of being able to lead the team around and not being instagibbed.
I'm probably not going to play ADC very often since that role almost always gets chosen. I'll play AP if no one else does. I've tried jungling and don't mind jungling but I'm not very efficient with it due to not having a Lvl 30 build or Lvl 3 runes and there's obviously inexperience with ganking attempts or being in a lane when someone goes back to buy. the level I play almost always uses does not have a jungler and has 2 on bot and top lane.
I'm not going to play support unless it can be aggressive like Blitzcrank because I don't trust my partner to effectively make use of it.

I got flat AD reds, flat armor yellows, flat MR blues, and MS quints when I hit 20. These are pretty general-purpose runes that are decent on pretty much everyone, and with the exception of the MS quints they are also the cheapest runes in their class. MS quints are really expensive though (If you don't feel like shelling out 6k IP on MS quints you could probably go with AD quints or something)

You should get at least armor yellow and mr flat(or /lvl) blues, the rest is up to what you want. MS quints are good on most champs with mpen red and flat ad red you can play pretty much anything. Its really up to you and your prefrence though, but i feel like what i said for yellow and blue should be core in your runes.

Imo most basic runes are:
flat armour yellow flat mr blue ms quints
Reds are more dependent on your role: attack speed red flat ad red magic pen red
Attack speed is most flexible for jungling, ad is best for ranged ad. Both can be used when playing top depending on the champ, with the edge to ad being more useful. Magic pen is for ap champs obviously.

If you want some runes for AP type characters isntead (1 AP page and 1 AD page sounds like a fine start), change up the Reds to MPen and the Quints to Flat AP (MS quints work fine too, though). It's hard to go horribly wrong with Armor Yellows and Flat MR Blues... there's some situational usage for other runes in that slot, but when you're looking at filling up 1-2 pages, you don't need to worry much about situational specialty runes/pages.
