-skarner passive -Xin Zhao Q -Anivia W -Jayce E (Hypercharge) -Twitch R on a ranged champion hypercharge (maximum attack speed for three attacks) will have 100% uptime at max rank because of the cooldown reduction from skarner passive and xin Q, while Q will have 2 second downtime (knocking up people every three attacks). Also you'd be able to throw down walls all over the place, and shoot spray n prays with maximum AS over and over and over. Combining spray and pray with xin Q results in an AOE knockup (there's probably a W that works even better with the rest of the kit -- like Renekton W for > max attack speed and AOE stuns with spray n pray) | ||

But honestly speaking, the game isn't one that's really all that fun if you had access to the whole hero pool. When maximized CDR, all of your non-ultimate spells have 2.6 seconds cooldown... So you could combine the annie passive with Gangplank Q (or just autos ofc), Teemo E and Cassio E, for a guaranteed single target perma-stun combo. Would run out of mana fast without Cassios passive. And no way to shove. Also, Cassio E has travel time and only resets after it hits, so you can't spam them every 0.5 seconds. | ||
