The problem I see with Garen (and with the "AD caster" concept in general) is that Riot is intent on making their AD-scaling abilities scale into lategame. The problem is that the linear-scaling of AD-scaling abilities simply can't match up against the cubic scaling of simply right-clicking people. Which means that unless those abilities carry significant utility (Judgment doesn't) they're going to be dead weight lategame. That, or Riot buffs them to the point where they're absurdly OP.
This should be fine if Riot chooses to properly tailor the champ's kit toward midgame strength, where the ability's base damage offers a significant advantage over autoattack damage. But for some reason, Riot refuses to do this, and tries to force a character kit that's pretty much unsuitable for lategame teamfighting into lategame, making a character that's just awkward at all phases of the game.

He pretty much is, and can really be locked down and zoned out due to his non-existent mobility and low-ish pull range. That said, you can build him pretty much straight tank (I prefer Merc/Wriggle/Phage/Aegis out of the jungle into FM/Randuin/Banshee or Maw/GA) and still be scary as fuck, which means you can take a lot of punishment and allow your team to do the rest of the work. It's not horrid.

Scaling of ad casters is fine because you target squishies. There's cubic EHP (hp, resists, attack speed slow) to balance out AD carries to some extent. The issue is garen has no real gap closers meaning he can't target squishies easily but he doesn't do enough damage or tank enough damage to be a front liner.

Assuming he comes out next Tuesday, it's just back to 1 champ every 2 weeks. 2 (Jayce and Zyra) last month, 2 (Diana Rengar) this month. It just feels so close because a) we see a lot of previews and they're up on PBE forever and b) there was more than a month between Draven and Jayce

I really do miss the days when champs weren't datamined more than their name, and then suddenly had a sneak peek 3 days before they came out. PBE testing is more thorough, but it was nice.

I'm not particularly surprised. It typically takes me 10-20 minutes to find a workable setup for a new jungler (without CA, I loath any jungler who must start CA), and from there I'm just optimizing. It took hours to find a setup for Kat, and I'm still debating whether I can call what I found "workable".
I might find something yet, or work out a build/playstyle that makes her worthwhile even if she must start CA, but I'm pretty skeptical that there's anything to find at this point.

Katarina jungle is probably going to be like Shyana except Katarina has like 400 less HP.

Else: I think making his ult scale off AD (the damage part) and making the statsteal a flat amount instead of percentage would make him quite good and not that teamcomp-reliant. I mean, slow carry, run at him, steal ALL the armor and do some serious damage with AA-Q.

Except he sucks at farming the jungle, doesn't do that great with farm (a lot of his late game awesomeness is in his utility,) but he needs to be tanky. Putting him top means you need a high damage jungler, putting him jungle means you have a slow jungler.

I liked that as well, and I feel that it caused me to impulse buy far more champs because well... there was more to be impulsive about, you didn't really know anything.

He has no lategame "awesomeness" he's just a sack of meat with a pillar (which usually isn't even game changing lategame). Trundle is like known for not being able to carry even if he goes 7/0.
