You can't get dcap on a jungler unless a. you're getting crazy fed from ganks or b. you ignore your lanes and farm for 15 minutes. Your build of philo-hextech-sorc-dcap costs 6350 gold. There is absolutely no way you can farm that in the jungle within 20~23 minutes unless you are getting lots of kills/assists.
Nah man, it's cool. He also gets TF/PD/PD in 20 minutes on Hec. DC is totally legit.

they nerfed her slow on plants or something not dmg i think also i been thinking has anyone tried smash nunu build on diana i think it could be legit with what i been thinking but maybe someone can tell me why it would be bad.

I think that diana feels pretty balanced. She snowballs hard in the jungle but it's no worse than nocturne or olaf.

In 20 minutes, the jungle generates slightly over 3.5k gold and that's assuming you clear every single camp the second it spawns -.-

these were both 25 minute surrenders. i got dcap at 23 minutes in both games and after the ensuing team fight they surrendered.
Okay some quick math for you. Wraith camp is worth 51 gold, wolves camp is worth 57 gold, and mini golems are worth 60 gold. They spawn at 1:40 every minute after you kill them so assuming you kill every single one of them exactly when it spawns, you can kill them a total of 22 times in 23 minutes for a total of 3696 gold. Buff camps are worth 82 gold and they spawn at 1:55 with 5 minute respawn timers. Assuming you kill those guys exactly when they spawn you can kill them a total of 4 times in 23 minutes for a total of 656 gold. That's a grand total of 4352 gold. So with this completely unrealistic scenario, you can afford a dcap+boots3 with absolutely nothing else. Now I'm not even going to go into how bad a naked dcap rush is but I hope you can see how unrealistic this scenario is.
Realistically, you'll be very lucky and will have to be very efficient to clear small camps 18 times in 23 minutes and in the vast majority of games you'll only clear buff camps 3 times before the 23 minute mark (fourth buff camp clear is usually between 22~24 minutes). With those parameters, the jungle will generate roughly 3.5k gold in 23 minutes. That's just shy of a deathcap. Now, like you said, you were 3-0-2 and 2-0-3 in your games respectively. If you're getting fed, of course you can afford a deathcap on a jungler at 23 minutes. If I'm getting fed as any champ I can afford any high tier item without drawback at 23 minutes. But you can't rely on getting fed. Going 2-0-3 or 3-0-2 in 23 minutes is getting pretty darn fed.
3 kills (average of 400 gold) + 2 assists (50 gold) = 1300 gold passive gp5 + philo (i start regrowth, and complete philo by around 5 min) = ill round down for the slightly late philo and say 2000 gold. dragon + 1 turret = 300 gold lane minions (20 gold average) = 31 * 20 = 620 gold
that by itself (1300 + 2000 + 300 + 620) = 4220 gold.
which means that i got slightly more then 2k gold from farming the jungle minions. you said there was 3.5k gold available in 20 min in the jungle, i only needed slightly more then half that to finish dcap.
i had 147 neutral creep kills. and some of those were from the other guys jungle. i make it a priority to farm my jungle. when it is clear i go gank, and then i go farm more. i do this on every jungler i play. diana is both one of the fastest clears and the fastest time from camp to camp as she can q-r over walls. i was rather impressed with how hard i could farm.
